Quang Binh has implemented effective poverty reduction solutions to help improve infrastructure and support people's livelihoods.

In the period of 2021-2025, poverty reduction work in extremely disadvantaged communes, coastal areas of Quang Binh province has received attention. Communes such as Phu Hoa (old) (Quang Trach district), Lien Trach (Bo Trach district), Ngu Thuy and Ngu Thuy Bac (Le Thuy district) have been implementing strong solutions to improve people's lives and reduce the poverty rate. These communes face many challenges due to harsh natural conditions, but with the support of national target programs, some encouraging results have been recorded.

One of the bright spots in poverty reduction in coastal communes is the improvement of infrastructure. Works such as roads, medical facilities and schools have been upgraded or newly built. Phu Hoa commune has completed the concreting of 100% of commune roads and 85% of village and hamlet roads. Similarly, Lien Trach commune has also completed the concreting of 100% of main roads, making it easier for people to travel and develop production. These improvements not only facilitate life, but also support people in accessing medical and educational services and create a solid foundation for economic development.

In addition to infrastructure investment, livelihood support programs also play an important role in poverty reduction. Quang Binh has implemented a series of livelihood models, such as supporting the development of agriculture, aquaculture and collective economic models. In particular, projects to support production development in the agricultural sector have been implemented in many coastal communes, helping to increase people's income. To date, 94 livelihood models have been supported, helping thousands of households have more stable income. At the same time, vocational training for the poor is also focused on. The program to support career counseling, orientation and connecting workers with the job market has also helped reduce unemployment and create a skilled workforce to meet the increasing needs of local industries.

Expanding the scope of production participation

Thanks to these efforts, the poverty rate in Quang Binh has decreased significantly. From 2021 to 2024 (according to preliminary review data), the poverty rate has decreased by 3.3%, with more than 8,273 households escaping poverty. This is a positive sign, showing that poverty reduction is on the right track. However, there are still some challenges to overcome. The disbursement rate of program capital has not met the set plan and there are still limitations in project implementation in some localities. Despite the progress, it is undeniable that the progress of poverty reduction in particularly difficult communes is still slow, and more timely support measures are needed.

The major difficulty now is that the disbursement of poverty reduction support funds remains slow. Localities need to speed up disbursement, especially of public investment funds, to ensure that livelihood support and production development projects can be implemented as planned.

To overcome this situation, all levels and sectors need to focus on reviewing and removing difficulties in the implementation process, while flexibly adjusting support policies to suit the reality in coastal communes.

Another important solution is to expand the scope of participation in community production development models and projects.
