Lao Dong Newspaper has just received a letter of encouragement from dozens of pages from more than 13,000 accountants in schools across the country. This group of employees reflected many long-term shortcomings in the salary, allowance and career policy regime, saying that the accounting position is carrying great legal responsibility but has not yet enjoyed the corresponding regime.
Accountants strongly recommend that the Government, the Ministry of Finance, the Ministry of Home Affairs and the Ministry of Education and Training consider adjusting preferential regimes, allowances and job rankings, to ensure fairness, retain human resources and improve the efficiency of state budget and financial management.

According to the reflection sent to Lao Dong Newspaper, accountants said that accounting and finance at state agencies and public service units, especially at schools, is "the core component department of the national financial management system". This work is directly related to budget management, public spending control and compliance with the law, but the current treatment regime does not accurately reflect the value and level of occupational risks.
Many accountants stated that, despite being responsible for monitoring all public assets, revenue and expenditure, salaries, insurance, and policies of hundreds of cadres, teachers, and students, they are still not entitled to any preferential allowances, seniority, or special allowances for their profession.
"Work is stressful, high risk, but rewarded"
In the letter, many opinions emphasized the specific nature of the accounting profession: "Acting requires absolute accuracy, even a small mistake can be disciplined or criminal liability prosecuted; "Heavy responsibility, high risk but preferential regime is almost zero - this is inequality in job classification".
The accounting team believes that while some other professions in the public service sector are entitled to high special allowances, the accounting profession - despite great risks - does not have any corresponding allowances.
Recently, the Ministry of Education and Training has drafted a 20% preferential allowance for shared professional groups, including school accountants. In Resolution 71, the Politburo clearly stated the minimum allowance for employees at 30%.
However, for the Ministry of Finance - the agency directly managing the accounting sector - there is currently no separate policy for the accounting profession. On the contrary, the penalty for violations in this field is very high, creating an imbalance between responsibility and benefits.
In fact, accounting work is often "level" with other positions in agencies, units, and schools, while the nature of the specific work is high pressure, high responsibility, and professional risks are much superior. This makes the accounting team feel disadvantaged and lack motivation to stay long-term - the accounting staff said.
6 recommendations of accountants
To ensure fairness, accurately record the contributions of the public accounting team and improve the effectiveness of financial management - state budget, the accounting staff sent a petition to the Government, the Ministry of Finance, the Ministry of Home Affairs and competent authorities to consider 6 contents.
First, issue a preferential allowance regime for accounting: Transfer the regime from responsibility allowance (0.1 - > 0.2 basis salary) to a minimum occupational responsibility allowance from 50% to 70% of current salary, to match responsibility, workload and legal risk level. This is a proposal that has been raised by many National Assembly deputies and voters in recent times (the current responsibility allowance is only suitable for the concurrent accounting position, not commensurate with the responsibility and characteristics of the profession).
Second, the Ministry of Education and Training considers adjusting allowances for staff to a minimum of 30%, and at the same time adjusting allowances for accounting staff in the current draft to a minimum of 50% in the spirit of Resolution 71, and 70% for accounting staff working in mountainous areas and ethnic minority areas to ensure more fairness between regions and job positions. (In which, according to Resolution 71 in the same education sector, the allowance for teachers will be increased from 30.3% to a minimum of 70% to 100% by region).
Third, the Ministry of Home Affairs classifies accounting as a toxic and dangerous profession because the work has high pressure, stress, stress and a working environment that is exposed to many toxic factors. Issuing a regime of toxic and dangerous allowances for cadres, civil servants, and accounting officers in state agencies and public service units similar to the toxic allowance for library staff... Receiving a minimum toxic and dangerous allowance of 1.0 to 1.5 commensurate with the risk level and penalty level of the accounting profession.
Adjust the salary table, reduce the coefficient difference between salary tables A1 and A2 (accountant and chief accountant positions). Build the position of chief accountant in schools, lower the standards and take time to hold the rank when promoting the chief accountant, because many accountants are eligible for promotion but the superiors do not organize it, so it affects the accountant's holding time. This condition is unfair to accountants and reduces their efforts and efforts to excellently complete assigned tasks.
Fourth, increase the responsibility allowance for accounting employees to the highest allowance because they are legally responsible.
Fifth, to apply for seniority allowances because accounting also requires professional experience.
