Quang Ngai has more than 96,000 workers, of which more than 91,000 are trade union members, working day and night, producing, making important contributions to the socio-economic development of the province. With more than 7,000 operating businesses, the demand for workers to own cheap social housing is very large.
Talking to a reporter of Lao Dong Newspaper, Mr. Ha Van Hung - Chairman of the grassroots Trade Union of HD Hyundai Eco Vina Co., Ltd. assessed that currently industrial parks and export processing zones in Quang Ngai are increasingly developing strongly, expanding in scale, attracting new investment into factories and adding more industries. Therefore, the demand for labor recruitment of businesses is very large. However, cultural institutions, kindergartens as well as social housing are essential needs but have not been met in time.
Quang Ngai has only nearly 400 social housing units put into use. From now to 2030, the province plans to build more than 1,000 social housing apartments each year.
Up to now, the province has called for investment in 2 social housing projects in Tho Phong commune and is implementing investment in 1 project in Phu My urban area, An Phu commune. When completed, the projects will meet more than 1,600 apartments for people, especially workers in Dung Quat Economic Zone and industrial parks in the province.
However, the development of social housing still faces many difficulties. From the beginning of 2026 to now, the province has not had any more social housing completed and put into use. Meanwhile, the target assigned by the Government in the year is to complete 1,000 units. In addition, some investors have not decisively implemented projects even though they have been facilitated to implement them according to regulations.
According to Mr. Nguyen Cong Hoang, Vice Chairman of Quang Ngai Provincial People's Committee, provincial leaders have requested departments, branches, and localities to closely coordinate and create the most favorable conditions for investors in the process of implementing social housing projects.
Regarding the development of rental housing according to the Government's policy, Mr. Nguyen Cong Hoang has assigned the Department of Construction to coordinate with departments, branches, and localities to review land funds, prepare clean land funds to be ready for implementation when there are mechanisms and policies from the Central Government. According to the approved Housing Development Program, the province plans to arrange 42 social housing development locations with a total area of more than 461 hectares.
The competent authorities of the province have approved a mechanism to support the implementation of social housing construction investment projects in the area. Accordingly, the total estimated support cost by 2030 is nearly 315 billion VND, including compensation and site clearance support costs of nearly 235.4 billion VND; the remainder is infrastructure investment support costs. Specifically, the province supports 100% of compensation, support, and resettlement costs according to the plan approved by the agency or competent person.
At the same time, 70% of the cost of building technical infrastructure within the scope of social housing projects according to the detailed plan approved by competent authorities is supported (excluding the cost of investing in building technical infrastructure inside the building; the cost of investing in building technical infrastructure belonging to the area invested in construction for business or must be handed over to the State for management). Quang Ngai province's approval of this mechanism aims to effectively implement the task of social housing development assigned by the Central Government.
