According to Clause 3, Section 4 of Document 624/TTr-BNV in 2025, regulations on perfecting the organizational apparatus and applying specific regimes and policies of administrative units formed after the reorganization are as follows:
Regarding the organization of the apparatus, with the organizational goals of the agencies and units after arranging administrative units soon stabilize, put into operation, the draft Resolution stipulates the consolidation of the organizational structure of the local government, agencies, organizations of the People's Council, People's Committee and public non -business units at the administrative unit after arranging.
Regarding staffing, the draft Resolution stipulates:
(1) The maximum number of cadres, civil servants and public employees of the new provincial-level administrative unit after the reorganization shall not exceed the total number of cadres, civil servants and public employees present at the provincial-level administrative units before the reorganization;
The number of cadres, civil servants and public employees of the new commune -level administrative unit after the maximum arrangement does not exceed the total number of cadres and civil servants present at commune -level administrative units before arranging and the number of district -level officials, public servants and employees is arranged to work at the new commune administrative unit;
(2) This number will be reduced gradually within 5 years from the date of the resolution on the arrangement for each administrative unit taking effect.
At the same time, the draft Resolution stipulates that the term of reservation of salary and allowance regimes and policies for those holding leadership and management positions is 6 months from the time of arrangement; after this period, the salary and allowance regime and policies for positions according to new job positions will be implemented in accordance with the provisions of law.
Thus, the re-etat of cadres and civil servants at the commune and district levels when merging communes and removing districts is regulated:
The number of cadres, civil servants and public employees of the new commune -level administrative unit after the maximum arrangement does not exceed the total number of cadres and civil servants present at commune -level administrative units before arranging and the number of district -level officials, public servants and employees is arranged to work at the new commune administrative unit;
This number will gradually decrease within 5 years from the date of the resolution on the arrangement for each administrative unit taking effect.
