Vietnam Social Security replied:
Decree No. 134/2015/ND-CP dated December 29, 2015 of the Government stipulates that voluntary social insurance participants are Vietnamese citizens aged 15 years or older and are not subject to compulsory social insurance as prescribed in Clause 4, Article 2 of the Law on Social Insurance. Thus, your mother can absolutely participate in voluntary social insurance.
To participate in voluntary social insurance, participants go to the social insurance agency or the social insurance and health insurance collection service organization in the area to register for participation and pay voluntary social insurance contributions. For first-time participants, fill out the Social Insurance and Health Insurance Participation Declaration and Information Adjustment Form (Form TK1-TS) issued with the procedures for collecting social insurance, health insurance, unemployment insurance, occupational accident and disease insurance, managing social insurance books and health insurance cards (Document No. 2525/VBHN-BHXH dated August 15, 2023 of Vietnam Social Security). For those who already have a social insurance number, it is not necessary to fill out Form TK1-TS but only need to provide the social insurance number information to the social insurance agency or service organization.
In addition, the Vietnam Social Security sector has now completed providing the public service "Registering to participate in voluntary social insurance", participants only need to have a device with internet connection, access the National Public Service Portal or the Public Service Portal of Vietnam Social Security to register to participate, pay voluntary social insurance without having to go to the social security agency or service organization.
According to the provisions of Decree No. 135/2020/ND-CP dated November 18, 2020 of the Government regulating the retirement age, for female workers, the retirement age from 2024 onwards is 56 years and 4 months (increasing by 4 months each year) to 60 years old from 2035 onwards.
