Article 13. Exploiting and using the National Database on cadres, civil servants, and public employees
1. Subjects exploiting and using the National Database on cadres, civil servants, and public employees:
a) Agencies managing and using cadres, civil servants, and public employees to exploit and use the National Database on cadres, civil servants, and public employees to serve the leadership, direction, and administration of competent agencies; orientation work, policy planning, development strategies; administrative procedure settlement, improving the quality of public services and management of cadres, civil servants, and public employees under their management.
b) The Ministry of Home Affairs exploits and uses the National Database on cadres, civil servants, and public employees to serve state management work; statistics and summaries on staffing, organizational structure, cadres, civil servants, and public employees; administrative procedure settlement, improving the quality of public services; leadership, direction, and administration of competent authorities and policy, law, and development strategy planning on cadres, civil servants, and public employees.
c) Officials, civil servants, and public employees exploit and use the National Database on officials, civil servants, and public employees in accordance with the provisions of this Decree and the provisions of law on exploiting and using the National Database, the National General Database.
d) Other relevant agencies and organizations are allowed to exploit and use the National Database on cadres, civil servants, and public employees in accordance with the law.
2. Requirements for the operation of exploiting and using the National Database on cadres, civil servants, and public employees:
The managing agency of the National Database on cadres, civil servants, and public employees; agencies, organizations, and individuals exploiting and using data from the National Database are responsible for applying technical measures and solutions to ensure the safe and effective exploitation and use of data; in accordance with the purpose and scope of data exploitation and use.
