The Government requests to continue to improve regulations on the organizational structure of the administrative apparatus; strengthen decentralization and delegation of power, and promote the responsibility of heads.

On January 20, the Government Office said that the Government has issued Resolution No. 01/NQ-CP on key tasks and solutions to implement the socio-economic development plan and the state budget estimate for 2026.

To achieve the socio-economic development goals in 2026, the Government requests to focus on synchronously completing institutions and laws, improving the efficiency of law enforcement organization; promote cutting and simplifying administrative procedures, and improving the investment and business environment.

Continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation and ensuring large balances, public debt, and state budget deficit within the prescribed limits.

Respond promptly and effectively to global economic and trade fluctuations; promote and innovate traditional growth drivers (investment, consumption, exports), and strongly exploit new growth drivers.

Continue to improve regulations on the organizational structure of the administrative apparatus; strengthen decentralization and delegation of power, promote the responsibility of heads; further promote the work of preventing and combating corruption, wastefulness, negativity, and group interests.

Tightening administrative discipline and order associated with inspection, supervision, control of power and allocation of resources, improving the implementation capacity of the apparatus in the context of strong decentralization and delegation of power.

Fundamentally transform the growth model based on productivity and innovation. Restructure the economy in a green, digital, circular direction, promote industrialization and modernization, taking science and technology, innovation, and digital transformation as the main driving forces, improving productivity, quality, efficiency, competitiveness, self-reliance, and resilience of the economy.

Focus on investing in building modern and synchronous strategic infrastructure projects, creating a foundation for national competitiveness, especially key transport projects, national highway systems, railways, international airports, seaports, energy; promote inter-regional projects, large urban infrastructure, and digital transformation infrastructure.

Creating breakthroughs in science and technology development, innovation and national digital transformation; focusing on developing high-quality human resources, especially in the fields of chips, semiconductors, and artificial intelligence; raising the level of skills of the whole society.

Strengthen regional linkages, effectively implement national-level planning, regional planning, and provincial planning; improve the quality of urbanization and urban economy.

The Government also requests to issue programs, action plans, and documents of ministries, branches, and localities to implement this Resolution; clearly define goals, tasks, progress, assigning units to preside over, and send them to the Ministry of Finance for summarization and reporting at the regular Government meeting in January 2026.

Develop a growth scenario for sectors and fields quarterly, for the whole year 2026; localities review and develop GRDP growth scenarios for 2026 according to 3 economic sectors, 21 sectors at level 01 and product tax minus product subsidies quarterly, send to the Ministry of Finance in February 2026 for synthesis and monitoring.

People's Committees of provinces and cities directly under the Central Government direct the research and review of new resources, driving forces, and capacity for growth, implementation solutions, and report to the People's Councils of the same level in February 2026 to adjust the GRDP growth target of the locality in case the People's Council has decided that the growth target is lower than the target in this resolution.
