Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor; Ms. Tran Thi Thanh Ha - Member of the Presidium, Head of the Labor Relations Department of the Vietnam General Confederation of Labor chaired the conference.
According to the report, after nearly 5 years (2019-2024) of implementing Decree No. 93/2019/ND-CP, dated November 25, 2019 of the Government on the organization and operation of Social Funds and Charity Funds, the arrangement and establishment of Social Funds and Charity Funds of Trade Unions according to Decree No. 93/2019/ND-CP has always received the attention and close direction of the Presidium of the General Confederation of Labor, the support of the government, experts and state management agencies on the activities of Social Funds and Charity Funds.
However, the awareness of some Standing Committees and union officials about the meaning and effects of establishing social funds, charity funds and the contents of social activities, charity activities in caring for the welfare of union members and workers is not adequate.
Regarding the results of implementing the arrangement and establishment of funds according to Decree 93/2019/ND-CP from mobilizing and supporting union members and workers:
From 2019 to present, the total amount mobilized by Social Funds and Charity Funds of localities and units is over 1,235 billion VND, of which, the Golden Heart Social Charity Fund mobilized nearly 988 billion VND.
According to the report, 2,216 units and employees were supported with housing from the Trade Union Shelter; over 32,600 units and employees were supported when facing difficulties, occupational accidents, natural disasters, epidemics, etc.; over 358,000 units and employees were supported when their children were good at studying and overcoming difficulties; learning a trade; and support for units and employees on holidays and Tet, etc.
Regarding social and charitable activities of localities and units that have not yet implemented Decree 93/2019/ND-CP, results of mobilizing and supporting union members and workers:
According to reports from localities and units, the total amount of money mobilized from 2019 to present is over 777 billion VND, supporting over 234,000 union members and employees with an amount of over 688 billion VND, including supporting housing at the Union Shelter for nearly 20,000 union members and employees with an amount of nearly 412 billion VND; supporting nearly 9,000 union members and employees who suffered from work accidents, natural disasters, storms and floods... with an amount of over 2 billion 781 million VND.
For localities and units with Social Funds and Charity Funds operating under Decree No. 93/2019/ND-CP:
Mobilizing resources in society is more effective than funds that have not been implemented according to Decree No. 93/2019/ND-CP.
Enhance the responsibility of organizations and individuals to join hands with the Trade Union to care for and support union members and workers when they encounter difficulties. Strengthen, consolidate and deepen the relationship between the Trade Union and local agencies and authorities in performing their tasks.
For localities and units that have not yet organized activities according to Decree No. 93/2019/ND-CP:
Basically, localities and units have organized to improve the organization and operation of the fund according to the direction of the General Confederation. However, due to not meeting the conditions for establishing the fund according to Decree No. 93/2019/ND-CP, localities and units have organized to review and arrange activities on-site, specifically; review the collection and expenditure work, mobilization methods, improve the Management Board, Fund Management Board, issue Decisions; amend and supplement the Regulations on organization and operation of the fund...
Besides the achievements, the rate of localities and units establishing Social Funds and Charity Funds according to Decree No. 93/2019/ND-CP is still low, reaching 13%.
Mobilization resources, funding, and levels of care and support for union members and workers in difficulty are still low.
Social and charitable activities are not uniform among regions, localities and units. Some units have difficulty mobilizing resources to carry out activities to care for and support union members and workers.
Mr. Phan Van Anh said that the opinions expressed by delegates at the conference will be finalized and reported to the Presidium of the Vietnam General Confederation of Labor on the basis of specific instructions for converting, arranging, and establishing funds suitable for the locality.
