According to Article 27 of the 2024 Trade Union Law, non-professional trade union officials are allowed to work 24 working hours a month for grassroots trade union chairmen and vice chairmen; 12 working hours a month for executive committee members, team leaders, and deputy team leaders to work in trade union work and are paid by employers. Depending on the scale, type, and nature of the agency, organization, unit, or enterprise, the grassroots union executive committee and the employer will agree on the additional time.
In addition, non-professional union officials are entitled to take a day off from work and receive wages paid by their employers during days of attending congresses, meetings, conferences, seminars, training and coaching conducted by the superior union and are not included in the time specified in Clause 2 of this Article; travel, food, accommodation and living expenses during the days of attending are paid by the union.
Non-professional union officials are paid by employers and are also entitled to union responsibility allowances according to the regulations of the Vietnam General Confederation of Labor. At the same time, full-time union officials whose salaries are paid by the Union are guaranteed by employers for the rights and welfare of the collective such as employees working in agencies, organizations, units, and enterprises.
Compared to the Law on Trade Union 2012, the provisions of the rights of the union officials in the 2024 Trade Union Law have additional requirements depending on the type and nature (besides the scale) of the agencies, organizations, units and enterprises that the grassroots trade union executive committee and employers may agree on the additional time to increase trade union.
The upcoming law will also stipulate that non-professional union officials are entitled to take a day off from work and receive salaries during days of attending congresses, meetings, conferences, seminars, etc. summoned by the superior union, not included in the time working in the union at the unit.
