On May 28, the Vietnam General Confederation of Labor issued Official Letter No. 4173/TLD- ToC on the arrangement of trade union organizations according to Conclusion No. 157-KL/TW dated May 25, 2025 of the Politburo to trade unions of provinces and centrally run cities; central and equivalent industry unions, and general corporation unions under the General Confederation.
According to the official letter signed by Thai Thu Xuong, Standing Vice Chairman of the Vietnam General Confederation of Labor, based on the Conclusion No. 157-KL/TW of May 25, 2025 of the Politburo on the implementation of the Resolutions and Conclusions of the Central Government and the Politburo on organizational structure and administrative unit; Implementing Official Letter No. 250-CV/Fatherland Front, CDTW of May 26, 2025 of the Party Committee of the Fatherland Front, Central mass organizations on proposing the Party Committee of Vietnam General Confederation of Labor, instructing and guiding the end of activities, failing to establish trade unions in administrative agencies, armed forces, non-business units entitled 100% of the salary from the State budget; The Presidium of the General Confederation requested the units:
For the higher level trade union directly at the grassroots level, the dissolution of the organization, the end of the executive committee, the Standing Committee, the superior trade union inspection committee directly directly the administrative agency, the armed forces, the non -business units enjoy 100% of the salary from the state budget.
For enterprise trade unions and public service units that do not receive 100% of their salaries from the state budget, they have not yet been reorganized or dissolved (with further instructions).
For enterprise trade unions and public service units that do not receive 100% of their salary from the state budget under the Vietnam Civil Servants' Trade Union, the status quo will be transferred and assigned to the central and equivalent industry trade unions or the labor federations of provinces and centrally run cities where the unit has its headquarters to receive, then the arrangement will be carried out later.
For grassroots trade unions, the Presidium of the Vietnam General Confederation of Labor requires the dissolution units, ending the activities of the Executive Committee, the Standing Committee (if any), the inspection committee (if any) the grassroots trade union of the administrative agency, the armed forces, the non -business unit enjoying 100% of the salary from the state budget (applied to both the Union of the State and the State of the State and the State). Cadres, civil servants, officials and officials of the armed forces are 100% salary from the state budget, which is a trade union member from the day the grassroots trade union dissolves.
Grassroots trade unions (including grassroots trade unions under the Vietnam Civil Servants' Trade Union) are no longer directly managed by the higher-level trade union, if they are under any industry or locality, they are transferred to the central and equivalent industry trade union or the provincial or municipal labor federation where the unit is headquartered for direct reception and management.
Employees who are union members working at public service units under labor contracts and labor contracts and do not receive 100% of their salary from the state budget will continue to be union members according to the Charter of the Vietnam Trade Union.
