Localities, based on conditions, characteristics and the ability to ensure self-balancing revenue from public service provision activities to establish public service units at the provincial level (with inter-commune facilities) or commune level, ensure that when established public service units will self-guarantee regular expenditure and perform the function of providing public service in these fields in the area.
