According to Phu Tho Provincial People's Committee, after the merger, the province has a population size of over 4 million people, of which more than 2 million are of working age.
This is identified as an important resource for Phu Tho to develop socio-economics in the new period.
Phu Tho Provincial People's Committee has just issued Decision No. 2973/QD-UBND approving the Project on Human Resource Development of Phu Tho province for the period 2026 - 2030, with a vision to 2045.
The project aims to build human resources with professional qualifications, professional skills, physical fitness, ethical qualities and professional and modern working style.
The human resource structure is oriented to suit usage needs, while focusing on key and spearhead industry groups.
The province also sets a goal to innovate human resource management methods in a modern, transparent, synchronous direction, associated with science and technology, digital transformation and application of artificial intelligence (AI).
In the period 2026 - 2030, Phu Tho sets a target for the rate of trained workers to reach 80 - 85%. Of which, workers with degrees and certificates reach 40 - 45%. The unemployment rate is controlled at about 0.9 - 1.1%. The average labor productivity growth rate reaches over 12%/year.
The proportion of STEM training is aimed at reaching 40%. Digital economy accounts for 30% of GRDP. The province strives for 90% of workers to be equipped with basic digital skills; about 50% of the labor force to be retrained and regularly trained.
The project also aims to support specific labor groups. The proportion of ethnic minority workers through vocational training reaches 50%; 40% of workers with disabilities who are still able to work are trained in appropriate occupations.
By 2030, the province aims to train and foster 5,000 experts, engineers, technicians and people with knowledge and skills in AI application.
In the field of vocational education, Phu Tho strives for at least 80% of institutions to meet national standards; 70% of institutions and 100% of training programs for key industries and occupations to meet quality accreditation standards.
The province plans to form 3 key vocational education institutions in the areas of Vinh Phuc, Phu Tho and Hoa Binh (old), including at least one vocational college meeting the criteria of a national key vocational college.
The project also builds a human resource management model according to the "6 clear" principle: clear people, clear tasks, clear time, clear responsibilities, clear authority and clear results. The "4-step" management cycle including planning, implementation, inspection and improvement will be applied in managing and supervising human resource policies.
Vision to 2045, Phu Tho aims to build quality human resources, knowledge and skills suitable to development trends, meeting the goal of making the province a developed locality in the Midlands and Northern Mountains region, contributing to the overall development of the country.
