The subjects often use the logo and image of the social insurance agency to create trust, along with invitations such as "free consultation", "support for processing documents" to approach employees who lack legal knowledge or are afraid to contact the authorities.
The activity of collecting documents and fees, even buying and selling social insurance books, takes place publicly on social networks. After searching for related keywords, Lao Dong Newspaper reporters, posing as people needing to sell social insurance books, contacted the phone number 0389.388.xxx. The listener introduced that Ben was in Bac Ninh and said that he would accept the liquidation of all social insurance books, provided that the employee had stopped paying social insurance for 9 months or more.
Through the discussion, the subject requested to make friends with Zalo to submit the entire process of participating in social insurance, including the book, receipt and payment time, then "report the price". When asked about the certificate of more than 4 years of contributions, this person replied "depending on the salary".

When the reporter reported the inconvenience of traveling far away, this account said that he could go to Hanoi and get a license without notarization.
Direct threat to the security of workers
The situation of impersonating social insurance officers to commit fraud over the phone and social networks is increasingly sophisticated, causing many consequences. Although the authorities and the press have continuously warned, there are still many victims who "fall into the trap". People need to proactively protect personal information, coordinate with authorities to protect legitimate rights and prevent profiteering tricks of bad guys.
According to Ms. Duong Thi Minh Chau - Head of the Department of Communication and Development of Social Insurance Subjects of Hanoi City, when social insurance book trading activities appeared in the area, the unit coordinated with the police and transferred the file to the competent authority for handling. Recently, there have been many cases of impersonating social insurance employees to call the elderly, instructing them to access fake websites to declare personal information such as synchronized citizen identification cards, bank accounts, and threatening to "cut health insurance cards" if not done.
The case of Ms. Nguyen Thi Phan (name changed) in Giang Vo ward is a typical example. She received a call threatening to cut her health insurance card and was asked to access the fake Ba Dinh Social Insurance website to declare information. Suspicious, Ms. Phan went directly to the Social Insurance agency to check and was given timely instructions on how to avoid fraud.

According to the amended Law on Social Insurance 2024, effective from July 1, 2025, all acts of buying, selling, mortgaging, mortgaging, and depositing social insurance books are strictly prohibited.
