After merging commune-level administrative units and not organizing district-level government, Quang Ninh province has 54 communes, wards and special zones.
Based on regulations and actual situation at district-level administrative units, Quang Ninh province will have 22 commune-level trade unions, under the Quang Ninh Provincial Federation of Labor (LDLD).
According to Mr. To Xuan Thao - Chairman of the Quang Ninh Provincial Federation of Labor, in each commune-level union, 3-5 union officials and employees will be arranged.
Commune-level trade unions have legal status, have their own seals and accounts; functions, tasks, powers, and organizational structure as prescribed by the Vietnam General Confederation of Labor. Commune-level trade unions manage grassroots trade unions in the area assigned by the Quang Ninh Provincial Federation of Labor.
Previously, the Quang Ninh Provincial Federation of Labor also issued a decision to end the operation of 16 trade unions at the grassroots level and transfer the affiliated grassroots trade unions to the trade unions of communes, wards and special zones, from July 1, 2025.
These 16 trade unions include the Labor Federations of 13 districts, towns, cities and the Quang Ninh Health Sector Trade Union, the Provincial People's Committee Trade Union, and the Quang Ninh Provincial Party Agencies Trade Union.
