Regarding the invitation components, in addition to the prescribed components, based on existing facilities, communes, wards, and special zones choose to invite representatives of ethnic groups and neighborhoods; Vietnamese Heroic Mothers, people with revolutionary contributions, and representatives of enterprises in communes, wards, and special zones.
