Exceeding the target of establishing grassroots trade unions
Hoi An Ward Trade Union, Da Nang City is one of the commune and ward trade unions that developed outstanding grassroots trade unions in the first 8 months of 2026 with the new establishment of 12 grassroots trade unions, reaching 171.4% of the assigned target; admitting 470 union members, reaching nearly 60% of the annual plan.

To date, the Ward Trade Union has 40 directly affiliated grassroots trade unions, including 33 grassroots trade unions of enterprises, with a total of 3,991 union members. The enterprise sector alone has 2,974 union members.
This result is meaningful in the context that Hoi An is a locality with a concentration of many businesses, service business establishments, commerce, tourism, restaurants, hotels and garments. Most businesses are small and medium-sized; labor is constantly fluctuating, especially in the fields of services and tourism.
Mr. Phung Huu - Chairman of Hoi An Ward Trade Union - said that right from the beginning of the year, the Executive Committee of the Ward Trade Union has identified developing union members and establishing grassroots trade unions as a key and regular task.
The Ward Trade Union has coordinated with the government and relevant agencies to review businesses, production and business establishments, and business households using labor; classify each unit to develop appropriate approach plans.
According to Mr. Phung Huu, the biggest difficulty is that a part of employers and employees do not fully understand the role of the Trade Union organization. Many businesses are still concerned about trade union funds, establishment procedures, methods of organizing operations and practical benefits when businesses have grassroots trade unions.
Therefore, the propaganda method needs to be concise, easy to understand, and go straight to the issues that businesses and employees are concerned about. For employees, it is necessary to clarify the right to represent, care for, and protect their legitimate rights and interests.
For businesses, it is necessary to show the role of the Trade Union in building harmonious and stable labor relations, limiting disputes and contributing to maintaining sustainable production and business activities.
Establishing a grassroots trade union is just the beginning
To overcome this situation, recently, from the proposal of the City Labor Federation, the Da Nang City Party Committee issued Official Dispatch No. 1731-CV/TU on strengthening leadership and direction of Trade Union activities in communes and wards.
And Hoi An Ward Trade Union is also the first ward and commune trade union in Da Nang to organize this activity.
Hoi An Ward Trade Union proposed that the Ward Party Committee issue a Plan, Hoi An Ward People's Committee chair a meeting, invite representatives of nearly 20 enterprises without trade unions to sit down and frankly exchange views on outstanding issues.
At the meeting, many businesses wished to receive more specific guidance on the dossiers, order, procedures for establishment and operating methods of grassroots trade unions.
Mr. Phung Huu said that establishing a grassroots trade union is only the first step. More importantly, the organization after its establishment must operate substantively, creating trust with union members, workers and employers.
Therefore, the Ward Trade Union will continue to guide grassroots trade unions to develop operating regulations, assign tasks in the executive committee; train skills in dialogue, negotiation and representing and protecting workers' rights for the team of trade union officials.
Union member development activities are also associated with caring for life. In the first 8 months of the year, the Ward Trade Union visited and supported 280 union members and workers in difficult circumstances with a total amount of nearly 300 million VND.
After the flood at the end of 2025, the Hoi An Ward Trade Union requested the Da Nang City Trade Union to support 473 cases of union members and workers who were damaged with an amount of 946 million VND; and promptly visited 10 heavily affected businesses.
On the occasion of the 2026 Lunar New Year, the program "Tet Sum vay - Spring of Gratitude to the Party" awarded 359 gifts, worth 359 million VND, to union members in difficult circumstances.
These activities help workers feel more clearly the value of joining the Trade Union, and at the same time show that union member development cannot only be based on propaganda but must be persuaded by specific actions" - Mr. Phung Huu said.
