The launching ceremony was organized in a direct form at the Hanoi Social Insurance bridge point and broadcast online to 25 social insurance bridge points of establishments in the area (Thanh Xuan grassroots social insurance is present at the Hanoi Social Insurance bridge point).
The launching ceremony was deployed synchronously from the city to 126 wards and communes in Hanoi City to aim at expanding the coverage of universal social insurance and health insurance.
As of the end of April 2026, the number of people participating in health insurance throughout the city is over 8.5 million people, reaching 96.95% of the plan, coverage rate reached 95.98%, the number of people participating in voluntary social insurance is 142,172 people, reaching 84.25% of the plan, accounting for 3.63% of the working age population.
With the theme "Social insurance - a lifelong social security pillar", the launching ceremony focused on propaganda and widespread dissemination about the role, meaning, and humanity of social insurance and health insurance policies.
At the same time, affirming its position as the main pillar of the social security system; focusing on new contents and breakthroughs of the Law on Social Insurance No. 41/2024/QH15, Law No. 51/2024/QH15 amending and supplementing a number of articles of the Law on Health Insurance, especially contents related to voluntary social insurance and household health insurance; benefits of voluntary social insurance policies; emphasizing the meaning and value of receiving monthly pensions associated with lifelong health insurance benefits and not choosing to enjoy one-time social insurance benefits; warning of risks when not participating or leaving the system; communicating and spreading to real people benefiting from social insurance and health insurance policies in the area; communicating emphasizing the level of financial support from the state budget and Hanoi City budget when participating; and at the same time warning people about the tricks of impersonation and fraud related to social insurance and health insurance.
After the launching ceremony, grassroots social insurance and Social Insurance Support Organizations organized launching campaigns to propagate and mobilize, develop people to participate in voluntary social insurance and health insurance, organize conferences, small group consultations, and propagate to each household and each person.
A highlight in this propaganda campaign is the establishment of "community communication points" in residential areas and people's markets to bring policies closer to people. Community communication points are equipped with loudspeakers, stands, banners, and backdrops to propagate social insurance and health insurance policies, creating a joyful atmosphere and attracting people. At the community communication points, consultants from the city's Social Insurance, grassroots Social Insurance and the Target Development Support Organization will directly propagate and advise on social insurance and health insurance policies, helping people understand and understand their rights when participating.
In parallel with direct forms, the city's Social Insurance promotes the production and posting of diverse communication products such as news, articles, videos, infographics on the Electronic Information Portal and social networks. At the same time, coordinate with press agencies and grassroots broadcasting systems to expand information coverage to the people.
The goal on the launch day is to strive to reach 4,000 people participating in voluntary social insurance and household health insurance, in which assigning each social insurance and health insurance collection staff member of organizations supporting the development of new development beneficiaries 1 person participating in voluntary social insurance and 1 new person participating in family health insurance.
