Hanoi City Police has just announced a traffic diversion plan to serve the 11th National Congress of the Vietnam Fatherland Front (VFF), term 2026-2031, taking place from May 11-13.
Accordingly, the Congress is held at the National Convention Center (No. 2 Thang Long Avenue, Tu Liem Ward, Hanoi City). To ensure security and traffic safety during the event, Hanoi City Police will temporarily ban and restrict many types of vehicles on some key roads.
The time for organizing the temporary ban and restriction of vehicles includes:
From 12:00 to 14:00 and from 16:00 to 17:30 on May 11, 2026.
From 6:30 AM to 8:30 AM; from 12:30 PM to 2:30 PM and from 4:00 PM to 5:30 PM on the 12th and 13th of May 2026.
During the above hours, trucks with a designed total weight of 1.5 tons or more and passenger cars of 16 seats or more are temporarily prohibited from circulating on some routes. This regulation does not apply to buses, garbage collection vehicles, incident handling vehicles, vehicles with protective badges, vehicles of the police and military forces and other priority vehicles as prescribed.
Roads under temporary prohibition and restriction include: Kim Ma, Nguyen Chi Thanh, Tran Duy Hung, Pham Hung (section from Me Tri to Thang Long Avenue), Do Duc Duc, Mieu Dam, Ring Road III elevated road (section from Ho Tung Mau to Thanh Tri bridge and vice versa), Thang Long Avenue service road (section from Pham Hung to Provincial Road 70 overpass).
To avoid traffic congestion, Hanoi City Police organized traffic diversion for vehicles to move in alternative directions.
Accordingly, vehicles from eastern provinces such as Hai Phong, Hung Yen, Bac Ninh to northern, western and northwestern provinces such as Phu Tho, Thai Nguyen, Tuyen Quang can travel along the route: Thanh Tri bridge - Hanoi - Bac Giang expressway - National Highway 18 - to Phu Tho, Thai Nguyen provinces and vice versa.
For vehicles from the Eastern provinces to the Western and Northwest provinces such as Phu Tho, Son La, Dien Bien, the travel routes include: Thanh Tri bridge - Do Muoi - Ngoc Hoi - Phan Trong Tue - Cau Buou - Phuc La - Van Khe - Le Trong Tan - National Highway 6 - to Phu Tho, Son La provinces and vice versa.
In addition, vehicles from Vo Van Kiet street, Thang Long bridge going towards Thang Long Avenue are guided to travel along the route: Pham Van Dong - Ho Tung Mau - Cau Dien - National Highway 32 - Provincial Road 70 - Thang Long Avenue and vice versa.
Hanoi City Police recommends that people proactively choose appropriate routes, comply with the instructions of functional forces to ensure safety and avoid congestion during the Congress;
When encountering priority vehicles emitting priority signals to perform tasks, they must urgently change direction to the nearest level crossings and intersections according to the instructions of functional forces to give way to the priority vehicle convoy.
