The collective labor agreement of enterprises has 22 contents higher than regulations
The story of the collective labor agreement at Thanh Cong Textile - Investment - Trade Joint Stock Company is a typical example of dialogue, negotiation, and signing of collective labor agreements in the Vietnam Textile and Garment Trade Union.
At the company, the dialogue process is implemented from the Trade Union Group to the departmental trade union and then to the company's trade union, ensuring the full collection of opinions and resolution according to the authority of each level. For collective bargaining, the trade union follows a 5-step process: Requesting the enterprise to provide relevant information; collecting employee opinions; notifying the content of the bargaining; organizing a negotiation meeting; publicizing minutes. After the meeting, within 15 days, the trade union will disseminate the results and collect employee voting opinions (over 50% agree) before putting them into the collective labor agreement.
With a methodical approach, in the period 2023-2025, the company organized more than 70 dialogues, resolving over 200 recommendations from employees, contributing to improving working conditions and creating consensus in the business. In particular, the Collective Labor Agreement has 22 contents higher than the law on salaries, bonuses, working hours, rest, sick leave, maternity and other benefits such as hardship allowances, childcare expense support... with specific support levels.
Strive for 75-80% of affiliated units to participate in industry collective labor agreements
At the VII Congress held at the end of December 2025, the Vietnam Textile and Garment Trade Union identified one of the coordinated target groups as 75-80% of affiliated units participating in industry collective labor agreements.
Reality shows that in the past term, the negotiation and signing of collective labor agreements continued to be of concern to the Vietnam Textile and Apparel Union. The industry union has coordinated with the Vietnam Textile and Apparel Association to negotiate and sign the VIth industry collective labor agreement with many contents beneficial to workers regarding wages, meal allowances, and welfare for female workers and workers in difficult circumstances. 86 units participated, corresponding to 86,347 union members, accounting for 78.4%.
For example, at Thanh Cong Textile - Investment - Trade Joint Stock Company, Ms. Tran Thi Thanh Chau - Chairwoman of the company's Trade Union - shared that the VIth Textile and Garment Industry Collective Labor Agreement, signed in July 2024, has many contents beneficial to workers in terms of wages, meals, rest hours and regimes and policies with specific support levels. This is an important legal framework, promoting negotiation and signing of collective labor agreements at enterprises throughout the system.

In the group of targets for coordinating implementation in the 2025 - 2030 term, the Textile and Garment Trade Union strives for 100% of enterprises and units with trade union organizations meeting the conditions to represent, negotiate, and sign collective labor agreements in accordance with the law. 75-80% of affiliated units participate in collective labor agreements in the Vietnam Textile and Garment industry. Especially promoting practical and effective collective dialogue and negotiation is identified as one of the 3 breakthroughs of the Vietnam Textile and Garment Trade Union.
To achieve the above targets, the Vietnam Textile and Garment Trade Union proposes solutions to improve the capacity to negotiate, sign and implement collective labor agreements with policies that benefit workers; focusing on wages, meal allowances, working conditions, welfare, and increasing the rate of collective labor agreements reaching type A and B.
