Article 1 of Decree 344/2025/ND-CP stipulates the subjects of adjustment of the allowance level:
1. Youth volunteers who are receiving monthly allowances according to Decision No. 40/2011/QD-TTg dated July 27, 2011 of the Prime Minister stipulating the regime for youth volunteers who have completed their tasks in the resistance war.
2. Youth volunteers who are receiving monthly allowances according to Decree No. 112/2017/ND-CP dated October 6, 2017 of the Government stipulating regimes and policies for grassroots youth volunteers in the South who participated in the resistance war in the period 1965 - 1975.
In addition, based on Article 2 of Decree 344/2025/ND-CP stipulating the level of allowance and the time of adjustment:
1. Adjust monthly allowances equal to 2 times the standard social assistance level according to current regulations.
2. The monthly allowance level specified in Clause 1 of this Article is applied from July 1, 2025. In case the youth volunteer specified in Article 1 has passed away since July 1, 2025 but the allowance has not been adjusted according to this Decree, the funeral organizer is entitled to retroactively receive the difference due to the adjustment of the allowance from July 1, 2025 to the month the youth volunteer passed away.
And based on Clause 2, Article 4 of Decree 20/2021/ND-CP amended by Clause 1 and Clause 2, Article 1 of Decree 76/2024/ND-CP stipulating the current standard social assistance level is 500,000 VND/month.
Accordingly, from February 15, 2026, the monthly allowance level will be adjusted to be 2 times the standard social assistance level according to current regulations, which is 1,000,000 VND for the following subjects:
Youth volunteers are receiving monthly allowances according to Decision 40/2011/QD-TTg (amended by Article 1 of Decision 29/2016/QD-TTg) with a benefit level of 540,000 VND/month;
Youth volunteers are receiving monthly allowances according to Decree 112/2017/ND-CP with a benefit level of 540,000 VND/month.
Thus, from February 15, 2026, the monthly allowance will increase from 540,000 VND to 1,000,000 VND/month for Youth Volunteers who are receiving monthly allowances according to Decision 40/2011/QD-TTg and Youth Volunteers who are receiving monthly allowances according to Decree 112/2017/ND-CP.
