Hai Phong City presents gifts to people with meritorious services to the revolution who are receiving monthly preferential allowances according to the provisions of law: wounded soldiers and people enjoying policies such as wounded soldiers who have reduced their working capacity due to injuries by 21% or more, including type B wounded soldiers confirmed from December 31, 1993 or earlier; sick soldiers, including 3/3 sick soldiers confirmed from December 31, 1993 or earlier who have lost working capacity due to illness by 41% or more; people who participated in the resistance war and were infected with toxic chemicals; people who participated in the revolution, resistance, and national defense, performing international duties and were captured and imprisoned by the enemy; people with meritorious services to the revolution.
The city also gives gifts to relatives of martyrs who are enjoying martyr's death benefits monthly; people enjoying martyr worship allowances.
In case a subject enjoys multiple preferential policies for people with meritorious services to the revolution, they will only be entitled to one gift. Families of martyrs who no longer have relatives receiving monthly death benefits will be given gifts to people enjoying the martyr worship allowance regime (each martyr will be given a gift). People with meritorious services to the revolution who are receiving preferential monthly allowances and also enjoying the death allowance regime for relatives of martyrs or martyr worship allowances will be given a gift according to the quota of the person with meritorious services to the revolution and the quota of gifts according to the number of martyrs that that person is enjoying the death benefits or worshiping.
Each gift is worth 5,500,000 VND (5,200,000 VND in cash, 300,000 VND in gifts in kind) procured by the Department of Home Affairs, contracted with the winning bidder and delivered to the People's Committees of communes, wards, and special zones. The funding source for implementation has been assigned by the City People's Committee to the commune level to implement gift giving according to Decision No. 5055/QD-UBND dated December 12, 2025 of Hai Phong City People's Committee on assigning state budget revenue and expenditure estimates for 2026 to all levels, sectors, and units. The time to complete gift giving is before February 10, 2026 (ie, December 23rd of the Lunar New Year).
Previously, Hai Phong approved regulations on Tet gift spending levels for people with meritorious services and officials under the management of the Standing Committee of the City Party Committee.
Accordingly, Vietnamese Heroic Mothers; revolutionary activists before January 1, 1945, wives (or husbands) of revolutionary activists before January 1, 1945 who have passed away and are permanently residing in the city receive the highest level of Tet gifts, which is 7,000,000 VND/person.
The city spends Tet gifts of 6 million VND/person for the following cases: Secretary, Deputy Secretary of the City Party Committee, Chairman, Vice Chairman of the City People's Council, Chairman, Vice Chairman of the City People's Committee, Head of the Delegation, Deputy Head of the City National Assembly Delegation; Member of the Standing Committee of the City Party Committee, Chairman of the City Vietnam Fatherland Front Committee, key leaders and senior leaders of the Party and State, Member of the Politburo, Member of the Party Central Committee, Secretary of the City Party Committee working outside the city who have retired, resided, and participated in Party activities in the city.
Revolutionary activists from January 1, 1945 to the August Uprising of 1945; wives (or husbands) of revolutionary activists from the above time who have passed away and are permanently residing in the city; Heroes of the People's Armed Forces, Labor Heroes, Professors, People's Teachers, People's Doctors, People's Artists, People's Artists who have retired (or are of retirement age according to regulations) permanently residing in the city also receive Tet gifts of 6 million VND.

The gift level of 3,000,000 VND/person is for members of the City Party Committee's Inspection Committee; Deputy Secretary of the Party Committee, Chairman of the People's Council, Chairman of the People's Committee of communes, wards, special zones (according to the decentralization of cadre management and appointment, introduction of candidate cadres) retired, residing in the city, members of the Standing Committee of the district Party Committee; Deputy Chairman of the People's Council, Deputy Chairman of the District People's Committee retired before July 1, 2025, permanently residing in the city.
Other official titles under the management of the Standing Committee of the City Party Committee (according to the decentralization of official management and appointment, introduction of candidate officials not belonging to the above-mentioned subjects) retired, permanently residing in the city; subjects retiring holding positions and positions outside the city but permanently residing and participating in Party activities in the city receive a Tet Nguyen Dan gift level of 2,000,000 VND/person.
People's Army officers, People's Police officers with the rank of Major General or higher retired from permanent residence and Party activities in the city receive a gift level of 1,500,000 VND/person.
The gift level of 1,000,000 VND/person is for Party members who are awarded Badges from 65 years of Party membership to under 80 years of Party membership. Party members who are awarded Badges from 55 years of Party membership to under 65 years of Party membership receive a gift level of 800,000 VND/person during Tet. Party members who are awarded Badges from 45 years of Party membership to under 55 years of Party membership receive gifts of 700,000 VND/gift and Party members who are awarded Badges from 30 years of Party membership to under 45 years of Party membership receive gifts of 600,000 VND/subject.
The city spends 650,000 VND/person on gifts for officials working at the City Military Command and the City Police, including officers of the People's Army, officers of the People's Police ranked colonel retiring permanently and participating in Party activities in the city; officers of the People's Army, officers of the People's Police ranked senior colonel, holding the position of Head of Department and equivalent retiring permanently and participating in Party activities in the city (for cases where People's Army Officers, People's Police Officers ranked Senior Colonel retiring permanently and participating in Party activities in the city from January 1, 2017 must hold positions under the management of the City Party Committee Standing Committee and equivalent).
Bach Dang Club, Trung Dung - Quyet Thang Club are given gifts of 20,000,000 VND/club. In cases where the Standing Committee of the City Party Committee, the Standing Committee of the City People's Council, and leaders of the City People's Committee visit and give gifts directly outside the above spending level, they are given gifts in kind of 1,000,000 VND/case.
