According to the Appendix issued together with Official Dispatch No. 38/TTg-QHDP in 2026, the Prime Minister has guided a number of key tasks to implement the Resolutions passed at the 10th Session, 15th National Assembly.
In which, a noteworthy content is the task of adjusting the base salary and allowance regimes, specifically mentioned in Resolution No. 265/2025/QH15.
Accordingly, in March 2026, the Government requested the Ministry of Home Affairs to take the lead in adjusting a number of types of allowances and the base salary level. At the same time, it will adjust pensions, social insurance allowances, monthly allowances, preferential allowances for people with meritorious services, social allowances and social pension allowances.
This adjustment is implemented according to Conclusion No. 206-KL/TW dated November 10, 2025 of the Politburo, aiming to continue to improve the lives of salaried people and beneficiaries of social security policies.
Previously, Minister of Home Affairs Do Thanh Binh had a document responding to the petitions of voters in Hung Yen province sent before the 10th Session, 15th National Assembly.
Voters in Hung Yen province proposed to consider and issue appropriate salary and allowance policies for officials, civil servants, and public employees after the merger because the workload is large and the requirements to meet the work are increasingly high.
At the same time, there is a roadmap and appropriate policies for each subsequent stage suitable to the actual situation.
Answering this content, Minister of Home Affairs Do Thanh Binh said that, implementing the tasks assigned by the Politburo in Conclusions 174, 186, 206, the Ministry of Home Affairs is coordinating with ministries and relevant agencies to study and propose salary policies and adjust some related allowance regimes for cadres, civil servants, public employees, armed forces, and workers after arranging the organizational structure and local government organization at 2 levels.
According to the Minister, in the immediate future, to improve the lives of cadres, civil servants, public employees, and laborers, the Ministry of Home Affairs shall coordinate with the Ministry of Finance and relevant ministries and agencies to continue reporting to competent authorities for consideration and decision on increasing the base salary level in 2026.
This ensures compliance with the consumer price index, economic growth rate and the capacity of the state budget" - Minister of Home Affairs Do Thanh Binh emphasized.
