On November 12 and 13, in Da Nang city, the Vietnam General Confederation of Labor held a training conference on building grassroots cultural life for leaders and staff advising on building cultural life and trade union propaganda.
Attending the conference were Mr. Ngo Duy Hieu - Deputy Secretary of the Party Committee, Vice President of the Vietnam General Confederation of Labor; Ms. Vu Thi Giang Huong - Member of the Presidium, Head of the Propaganda Department of the Vietnam General Confederation of Labor.
Together with leaders, Propaganda - Women's Union officers directly advise and implement and build cultural life of 63 provincial and municipal Labor Federations; 19 Central and equivalent industry unions; General Corporation Trade Unions under the Vietnam General Confederation of Labor; chairmen and vice chairmen of industrial park trade unions; leaders of Labor Culture Centers and Houses nationwide.
Ms. Vu Thi Giang Huong - Member of the Presidium, Head of the Propaganda Department of the Vietnam General Confederation of Labor - said that this conference was organized to equip knowledge and skills for the team of leaders and staff directly advising on propaganda work of the Trade Union organization, contributing to improving the effectiveness of trade union propaganda work, especially trade union communication in the spirit of the Resolution of the 13th Congress of the Vietnam Trade Union.
Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor, hopes that with the reporters being experts and managers with extensive experience in communications and workers and unions, the content and methods of this training will be practical, effective, and highly applicable.
Must think about the needs of workers
During the two-day training conference, there will be 4 topics presented including: New situation and skills to implement current propaganda activities, the reporter is Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor. Some issues on building culture and culture among workers, civil servants, and laborers, the reporter is Associate Professor, Dr. Pham Van Duong - Deputy Director of the Institute of Cultural Studies - Vietnam Academy of Social Sciences. Skills to organize cultural activities for workers, civil servants, and laborers, the reporter is People's Artist Xuan Bac - Director of the Department of Performing Arts, Ministry of Culture, Sports and Tourism. Practice the model of implementing the work of building a cultural life among workers.
Presenting at the conference, Mr. Ngo Duy Hieu emphasized the ineffective operation of most Labor Cultural Houses in localities across the country.
“There are some cultural houses that operate effectively, but most of them are not effective, not meeting the needs and desires of workers. This is a paradox because while workers are “starving” for true culture and our trade unions do not lack money, we allow Labor Cultural Houses in many localities to “go dark” and operate ineffectively,” he said.
According to Mr. Ngo Duy Hieu, the issue of dissolving the Labor Cultural House due to ineffective operations is easy and can be done very quickly. The difficulty is that localities must have thoughts and methods on how to make their local cultural houses stronger, meet the needs and attract workers in the area so as not to waste resources.
"Cultural consultants at local labor unions must consider the mood and needs of workers when advising and proposing policies," he said.
At the conference, leaders of Labor Culture Houses with good and effective methods, attracting a large number of workers in the area to participate such as: Hanoi, Binh Duong... also presented experiences, proposed policies, methods... for localities to learn from.
