The Vietnam General Confederation of Labor organizes the 2025 Trade Union Financial and Asset Management Conference (Northern region). The conference took place on May 9-10. Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor - chaired the conference.
The main content of the conference is the seminar to collect comments in the draft report summarizing Resolution 7B/NQ-TLD; Directing the leaders of the Vietnam General Confederation of Labor on the management of financial and union assets when there is a change and organization of the union system. Including the handover, receipt of finance, trade union assets, the management of investment projects for trade union units when terminating operations, merger and consolidation; Guide the union non -business units to handle assets and finance when reorganizing (merger, consolidation, ending activities, changing superior management agencies) ....
According to the Draft Report on the Summary of 10 years of implementing Resolution No. 07b/NQ-TLD dated January 21, 2016 of the Executive Committee of the General Confederation of Labor on trade union financial work in the new situation, the General Confederation has directed trade unions at all levels to collect trade union funds in accordance with the provisions of law.
Implement the signing of the Regulation in coordination with the Ministry of Finance and Social Insurance of Vietnam to determine the annual union fee collection figure, as a basis for assigning revenue estimates to units.
At the same time, synchronously implementing solutions to collect union funds such as: Collecting union funds through Vietnam Trade Union accounts for enterprises; collecting union funds through the state treasury for administrative units; decentralizing union fund collection to direct superior trade unions; bonuses exceeding the plan...
Regarding trade union financial expenditures: Financial expenditures at all levels of trade unions basically ensure compliance with regulations, correct purposes, savings and efficiency, meeting the political tasks of trade union organizations and the welfare of union members.
The proportion of spending at all levels of trade unions has changed positively in the direction of increasing at the grassroots trade union level, gradually decreasing correspondingly at the upper-level level.
The content of expenditures at all levels of trade unions is mainly to care for and directly protect union members, workers and union members' welfare.
Contributing opinions to the Draft, representatives of the Hanoi City Labor Federation expressed their high agreement with the content and layout of the documents, closely following the Central's orientation and comprehensively reflecting the current situation of trade union finances over the past decade.
However, the representative of the Hanoi City Labor Federation also pointed out some difficulties in implementing the targets, including the requirement for 100% of trade unions to apply accounting software, which also faces difficulties due to uneven equipment infrastructure, especially in small-scale facilities...
At the conference, Vice President of the Vietnam General Confederation of Labor Phan Van Anh suggested that delegates focus on contributing opinions to the 10-year summary report and draft financial issues in the coming time.
He also emphasized the need to contribute opinions so that leaders at all levels can grasp practical issues, thereby having appropriate instructions.
