To effectively implement the Program, contributing to promoting the role of the Vietnam Trade Union organization in supporting students and young workers in starting businesses and promoting sustainable employment, the Presidium of the Vietnam General Confederation of Labour proposed that trade union levels, universities, and affiliated vocational education institutions organize communication activities on entrepreneurship among union members and workers, especially young workers and children of workers; integrate entrepreneurship content in Workers' Month, Action Month on Occupational Safety and Hygiene, and Annual Job Fair.
Promoting startups associated with sustainable development and safe employment (startup models are capable of maintaining and creating stable jobs, respecting workers' rights, not causing pollution, encouraging green production, and not violating regulations on occupational safety and health).
Propagating and raising correct awareness about startups, focusing on introducing successful startup models, safe production models based on true stories with spreading power.
Universities and vocational education institutions organize training courses on: Startup thinking; business administration; financial and marketing skills to support young workers and children of workers to start businesses; integrate startup content into vocational training programs and trade union activities.
The Trade Union organization organizes creative idea contests and startup festivals to promote models "Safe Startup", "Green Startup", "Risk Management when starting a business"; supporting the incubation of startup projects by students, universities, vocational education institutions in the trade union system; creating opportunities and supporting children of startup workers; connecting experts, advisors, and investors to support startup projects of union members, workers, or projects launched by the trade union.
Labor Federations of provinces and cities; central and equivalent industry trade unions direct grassroots trade unions to coordinate with businesses with startup projects to support product consumption and market development; participate in supporting production - consumption linkage chains.
The VGCL assigned tasks to universities and vocational education institutions in the Trade Union system to build and develop a startup support network on the basis of connecting universities, vocational education institutions, businesses, experts and social resources; forming coordination focal points, establishing network databases, organizing connection, consulting, and incubation activities to effectively support startup ideas and projects of union members, workers, and students.
Build a network of experts and advisors from universities and vocational education institutions in the trade union system; encourage the establishment of startup clubs in localities and sectors with economies of scale, vibrant labor markets and vocational education institutions directly under the VGCL.
