Implementing the Resolution of the 12th Trade Union Congress, in order to create a breakthrough and fundamentally change the care work of the Trade Union organization, the Executive Committee of the Vietnam General Confederation of Labor (VGCL) issued Program No. 1734/CTr-TLD dated November 14, 2019 on improving the welfare and benefits for union members and workers in the period of 2019-2023. In particular, a key solution was proposed, "Continuing to select, negotiate, and sign agreements with partners, in order to bring union members many essential products and services with good quality and reasonable prices.
Trade unions at all levels need to focus on negotiating and signing with local enterprises to increase practical benefits for union members such as: Food products, food; consumer goods, household appliances, electronics; travel, rest, medical examination and treatment services, physical education, sports, culture, child care and education products...".

With the goal of finding, signing and implementing a union member welfare program in the entire system, spreading and synchronizing the whole system, the Vietnam General Confederation of Labor has directly signed over 90 cooperation agreements with large corporations and enterprises ( milestone Military Industry - Telecommunications Group; Vietnam Post and Telecommunications Group; Vietnam Post Corporation; Vietnam Railway Corporation; Nutifood Nutrition Food Joint Stock Company; Viet Phu Payment Support Services Joint Stock Company (MOVI); BRG Group - Joint Stock Company; Southeast Asia Joint Stock Commercial Bank (SeaBank); Lotte Vietnam Finance Company Limited; HD SAISON Company Limited, Vietnam Bank Limited Finance Company Limited, Vietnam Bank Limited SMV Bank Limited....), in many fields and industries.
In particular, by the end of May 2025, with the support and coordination of trade unions at all levels, MOVI has reached and communicated to many grassroots trade unions in Hai Phong, Bac Ninh, Bac Giang, Vinh Phuc, Thanh Hoa, Hai Duong, Ho Chi Minh City, Binh Duong, Tay Ninh, Binh Phuoc, Long An, Dong Nai... thereby contributing to the effective prevention and control of "black credit". Total revenue is more than 10 billion 800 million VND with nearly 500 orders, serving more than 70,000 workers and union members in 29 provinces and cities across the country....
In localities and units, the signing and implementation of cooperation agreements has also been effectively implemented.
According to the incomplete report of 40 provincial and municipal labor federations and 12 central and equivalent trade unions, 1,029 programs have been signed and implemented with more than 9.5 million union members and workers benefiting with a profit of more than VND427 billion.
One of the orientations in the coming time is to review and evaluate comprehensively, substantially and fully the signed cooperation agreements.
Promote and immediately implement effective agreements, meet the requirements of a large number of union members and workers, focus on essential products and high-quality Vietnamese goods, prioritize partners who are domestic enterprises. End ineffective and inappropriate cooperation agreements.
At the conference, representatives of a number of local Labor Federations reflected and discussed the implementation of the agreement programs. Thereby, some proposals were made such as considering a loan level more suitable for union members and workers; simplifying procedures; better communication of regulations on credit cards...
Speaking at the Conference, Ms. Tran Thi Thanh Ha - Member of the Presidium, Head of the Department of Legal Policy - Labor Relations of the Vietnam General Confederation of Labor - emphasized that welfare work plays an increasingly important role in labor relations. In the new context, trade unions at all levels must further build programs and models to increasingly bring more and more welfare programs to union members and workers.
