The General Confederation of Labor strengthens thrift practice and combats wastefulness

On July 20, the Standing Committee of the Vietnam General Confederation of Labour issued Directive 01/CT-TLĐ "On strengthening thrift practice, combating wastefulness, and improving the efficiency of management and use of resources in the Trade Union system".

Implementing the Party's policy and the Government's Resolution, the Standing Committee of the Vietnam General Confederation of Labour requests provincial-level LDFs, central and equivalent industry trade unions, General Corporation Trade Unions directly under the Vietnam General Confederation of Labour (Trade Union Agencies); non-business units, enterprises under the Trade Union organization to seriously implement the following contents:

1. Practice thrift in management and use of trade union finances

- Strictly manage trade union financial resources; develop realistic estimates; manage spending according to the right purpose, standards, norms and resource balancing capacity of the unit.

- Implement review and restructuring of expenditures, prioritizing funds directly serving union members and workers; minimize expenditures that are formalistic, ceremonial, celebratory, prolonged meetings, and unnecessary business trips; promote online conferences, use electronic documents, reduce printing costs and intermediary expenses. Some specific solutions:

+ Regarding the use of electricity and water: Implement regulations to turn off unnecessary electrical appliances when leaving the office for 15 minutes or more; set the air conditioning temperature of the meeting room and office to no less than 26°C; maximize natural light and ventilation; periodically check the water supply and drainage system, prevent leaks.

+ Regarding the use of stationery: Strongly shift to the "Digital Office" form. Fully use the E-Office electronic document management system, send and receive documents, materials, and records through the network environment (except for Secret documents). Do not print paper documents for internal meetings; take advantage of 2-sided printing paper for manuscripts and draft documents.

+ Regarding communication and celebrations: Cut down on landline phone costs, prioritize job exchanges through software, online, email, internal networks. Control spending on gifts, congratulatory flowers, organizing parties, meetings...

+ Regarding means of transportation: Optimize the layout of official vehicles for business trips according to clusters/common routes; combine many contents in the same business trip; strengthen the arrangement of shared vehicles. Buying air tickets must be carried out immediately when there is a business plan; encourage cheap air tickets.

2. Improve the efficiency of trade union asset management

Implement overall review and assessment of trade union assets, focusing on headquarters, houses and land, equipment throughout the system; arrange, transfer, and exploit according to usage needs; promptly handle surplus assets, ineffective use or no longer needing use in accordance with regulations. Complete the rearrangement and handling of surplus houses and land, and hand over the site to units, provincial and city People's Committees before August 31, 2026.

Investment, procurement, and repair of assets must ensure compliance with standards, norms, publicity, transparency, and avoid spreading investment, duplication, or exceeding actual needs. Encourage repair, upgrade, and reuse of assets still of use before considering new purchases. Conduct review and transfer of assets and working equipment (computers, printers, tables, chairs, cabinets...) from redundant parts, merged parts, or after staff streamlining to missing parts. Only new purchases can be made when they cannot be transferred from internal sources and old assets have been depreciated, damaged, and cannot be repaired.

3. Improve the efficiency of human resource use and working hours

Continue to review functions and tasks; improve working processes; promote decentralization and delegation of power associated with inspection and supervision; reduce intermediate stages, reduce administrative procedures, reduce paperwork and work processing time. Improve the quality of the staff, ensure that one person can do many jobs, and all jobs are completed on schedule, ensuring quality.

Innovate working methods in a scientific and professional direction; improve the quality of preparation and management of meetings; the composition of participants in meetings is concise and appropriate; reduce unnecessary meetings; strengthen work resolution in the digital environment; promote personal responsibility, uphold administrative discipline and order, effectively use working time and improve labor productivity.

The assignment of cadres to the grassroots level must clearly define the goals and tasks, mainly focusing on the task of supporting and removing difficulties for the grassroots level; researching and replicating good models and good practices. Only attend and encourage major activities, events, and important topics.

4. Promote digital transformation, build a safe and friendly working environment

Promote the application of digital transformation in general management and administration, initially focusing on the field of financial and asset management, union member management, welfare care programs, grasping thoughts and aspirations, and propaganda, mobilization, and education of union members and workers.

Prioritize the use and progress towards fundamental implementation of electronic documents, digital signatures, electronic records; build a common database, limit multiple data entry; strengthen connection and data sharing between trade union levels; minimize overlapping and non-synchronous software investment.

Applying artificial intelligence and new technologies to improve labor productivity, advisory quality, reduce operating costs and improve service quality for union members.

5. Practice thrift in investment, basic construction and procurement

- Review medium-term and annual public investment programs and projects; focus resources on key and urgent projects directly serving union members and workers; limit spreading investment; ensure investment efficiency, prevent loss and waste. Some specific solutions:

+ For repair and maintenance expenses: Only repair and renovation are carried out for headquarters and cultural houses that are at risk of unsafety or serious degradation directly affecting operation. It is strictly forbidden to change the architecture and interior of the office in the direction of personalization when assets are still in good use.

+ For construction investment: Focus on trade union financial capital for transitional projects, urgent key projects (policies on trade union institutions, worker housing, kindergartens for workers' children...). Only approve investment policies for new projects if effectiveness is clear and truly necessary. Closely supervise from the stage of preparing dossiers, bidding to acceptance to avoid loss and waste of materials.

- Promote centralized procurement, online bidding, publicity, and transparency; strengthen inspection from the stage of estimation, contractor selection to acceptance and settlement; resolutely handle violations.

6. Practice thrift in organizing movement activities, conferences, seminars, training, training...

- Strongly innovate the organization of movement activities, conferences, seminars, surveys, training, and events in a practical, effective, and substantive direction; strengthen organization by cluster, by region or online; minimize expenditures that do not create direct value for union members and workers. Some specific solutions:

+ Promoting digital transformation in training: Building and exploiting online learning (E-learning) systems for training and fostering programs, especially theoretical contents, training in new legal normative documents or periodic professional guidance. Officials self-study and check online instead of gathering at one or more locations.

+ Optimizing direct training classes: For skills training classes or classes with confidential or sensitive content that require direct learning, only organized according to clusters of areas (some lecturers move instead of many students move); student composition is streamlined, targeted. The content of the training program is practical, in-depth, and modern, helping learners to immediately apply it to practical work.

- The organization of events needs to be carefully prepared, with clear goals, topics, and benefits for union members and workers, the time should not exceed 90 minutes. Resolutely not to organize unnecessary events and activities, with unclear goals and topics, and not bringing material or spiritual benefits to union members and workers.

- The organization of survey delegations to develop reports, plans, and projects must be carefully considered, organized streamlined, with specific outlines and requirements. The organization of conferences to collect written opinions when really necessary, streamlined subjects (should be from 30 - 50 people), in necessary cases, the number of people may be more, but the reasons must be clearly stated.

- Encourage flexible and creative organizational models, taking advantage of existing digital infrastructure and facilities; prioritize resources for programs to care for, support, train and improve union member welfare.

7. Building a culture of practicing thrift throughout the system

Each trade union official, especially trade union leaders at all levels, must uphold the spirit of responsibility and be exemplary in practicing saving electricity, water, stationery, raw materials, fuel, public assets and working hours; proactively propose initiatives to improve and solutions to improve work efficiency.

Encourage the formation of models and initiatives on thrift practice, digital transformation, process improvement, and labor productivity improvement; promptly commend and replicate collectives and individuals who perform well. Consider thrift practice and anti-wastefulness as a work content of the entire system and be periodically reported (6 months, years) to higher-level trade unions.

8. Savings target for 2026

8. 1. Saving 10% of trade union financial recurrent expenditures for the estimated source assigned at the beginning of 2026 to Trade Union Agencies after excluding expenditures specified in the Appendix issued together with Resolution No. 135/NQ-CP dated May 22, 2026 of the Government on the scope, subjects and principles of implementing state budget expenditure savings in 2026.

8. 2. Based on the estimated trade union financial expenditure according to the remaining regime after implementing the provisions of Clause 1 of this Article, Trade Union Agencies shall thoroughly save regular expenditures, especially conference, seminar, and business trip expenses at home and abroad, to strive to save an additional 5% to implement social security policies according to Conclusion No. 18-KL/TW dated April 2, 2026 of the 14th Party Central Committee.

8. 3. The implementation of savings specified in Clause 2. 2 above does not apply to:

- Non-saving expenditures specified in the Appendix attached to Resolution No. 135/NQ-CP dated May 22, 2026 of the Government on the scope, subjects and principles of implementing state budget expenditure savings in 2026.

- Funds for performing tasks that have been completed or legal payment obligations have arisen before the Vietnam General Confederation of Labour issues this Directive.

- Funds for the implementation of bidding packages that have issued bidding invitation notices or issued request dossiers, sent contract drafts before the Vietnam General Confederation of Labour issues this Directive in accordance with legal regulations, cannot update bidding package prices to save costs and continue to be implemented in 2026.

9. Implementation organization

9. 1. The Standing Committees of Provincial and City Labor Federations, Central and equivalent Industry Trade Unions, General Corporation Trade Unions directly under the Vietnam General Confederation of Labour, and affiliated non-business units shall, based on this Directive, develop implementation plans suitable to actual conditions; organize dissemination to all cadres, civil servants, public employees, and workers in agencies and units.

9. 2. Heads of trade unions at all levels, agencies, public service units, and trade union enterprises directly direct and inspect the implementation; periodically review the results of thrift practice and anti-wastefulness; promptly detect, rectify, and handle manifestations of wastefulness and ineffective use of resources.

9. 3. The Trade Union Affairs Committee shall preside over and coordinate with the Labor Relations Committee of the VGCL and relevant agencies to guide, monitor, urge, and summarize the implementation of the Directive; research and propose to improve the management mechanism and effectively use resources throughout the system.

9. 4. The Inspection Committee of the VGCL, the Standing Committee, and the Executive Committees at all levels strengthen inspection and supervision of thrift practice and anti-wastefulness; include this content in the annual inspection program; handle or propose strict handling of violations according to regulations.

9. 5. Regarding the handling of the 2026 estimate balance due to savings: All savings from administrative management expenditures and year-end movement activities must be transferred to the accumulation of trade union finances of the unit in accordance with current regulations of the VGCL, in order to create long-term reserve resources to directly serve large-scale annual centralized care programs (such as Tet Sum vay, Workers' Month, Trade Union Warm House...) when there is a policy, and are not allowed to self-spend savings at the unit.

9. 6. Request units to send reports on the results of spending savings (comparating reduced data compared to the initial estimate) to the VGCL (through the Trade Union Affairs Committee) before December 15, 2026 to summarize, evaluate, classify collectives, heads and consider annual emulation and commendation for trade union levels.
