Youme Law Firm LLC said that in 2025, the basic salary for cadres, civil servants and public employees (CBCCVC) in Ho Chi Minh City will remain at VND 2,340,000/month according to the provisions of Decree 73/2024/ND-CP.

However, Ho Chi Minh City has implemented an additional income payment policy to improve income for employees. According to Article 3 of Resolution 08/2023/NQ-HDND, the maximum additional income payment is 1.8 times the salary according to the rank, position and the additional income payment does not exceed 0.8 times the basic salary fund of cadres, civil servants, public employees and workers under the management of the City.

In 2025, the maximum additional income expenditure coefficient is 1.5 times compared to salary scale and position as prescribed in Article 3 of the Resolution issued with Resolution 103/NQ-HDND in 2024 on the State budget revenue estimate; Ho Chi Minh City budget revenue and expenditure in 2025. For subjects receiving additional income according to a specific amount of money, the maximum expenditure is 3 million VND/month.

According to Article 3 of Circular 07/2024/TT-BNV, salaries of civil servants and public employees are calculated by the following formula:

Salary = Basic salary x Salary coefficient.

According to the provisions of Table 2 and Table 3 of Decree 204/2004/ND-CP, amended in Decree 17/2013/ND-CP, the Salary table for cadres, civil servants and public employees is being implemented as follows:

- Class A cadres and civil servants have the highest coefficient of 8 and Class C civil servants have the lowest coefficient of 1.35.

- Type A cadres and civil servants have the highest coefficient of 8 and type C cadres and civil servants have the lowest coefficient of 1.5.

Thus, the additional income of Ho Chi Minh City's employees is calculated according to the following formula:

Additional income = Salary coefficient x Basic salary x Additional coefficient.

Specific example:

- Civil servants and public employees with a salary coefficient of 8.0 (the highest is type A3):

If the additional increase coefficient is 1.5, then the additional income = 8.0 x 2.34 million VND x 1.5 = 28.08 million VND/month.

- Civil servants with a salary coefficient of 1.35 (lowest in type C3):

If the additional increase coefficient is 1.5, then the additional income = 1.35 x 2.34 million VND x 1.5 = 4.74 million VND/month.

Thus, the highest salary increase for civil servants and public employees in Ho Chi Minh City can be up to more than 28 million VND/month, depending on the salary coefficient and the specific increase coefficient.

However, it should be noted that the highest salary increase mentioned above is only calculated in theory for senior cadres, civil servants, and public employees with high seniority who are enjoying the highest salary coefficient, achieving the best classification assessment, and the additional income payment level is applied at the maximum coefficient of 1.5.
