On December 9, 2025, the People's Council of Hung Yen province issued Resolution No. 803/2025/NQ-HDND stipulating the criteria for establishment and the criteria for the number of members of the Security and Order Protection Team; the level of support, training and some regimes and policies for members of the Security and Order Protection Team in Hung Yen province.
Article 4 of the Resolution stipulates the regime and policies for members of the Security and Order Protection Team in Hung Yen province when resigning for legitimate reasons as follows:
1. Members of the Security and Order Protection Team who quit their jobs due to not ensuring one of the criteria and conditions for continuing to participate in forces participating in protecting security and order at the grassroots level specified in Clause 1, Clause 4, Article 13 and Point b, Clause 3, Article 17 of the Law on Forces participating in protecting security and order at the grassroots level No. 30/2023/QH15 are entitled to a one-time allowance as follows:
a) Having participated in security and order assurance work at the grassroots level continuously for 15 years or more: for each year of work, they are entitled to an allowance equal to 1.5 times the current monthly support level.
b) Having participated in security and order assurance work at the grassroots level continuously for 5 years to less than 15 years: for each year of work, they are entitled to an allowance equal to 1.0 times the current monthly support level.
c) Having participated in security and order assurance work at the grassroots level continuously for a period of 1 year to less than 5 years: for each year of work, they are entitled to an allowance equal to 0.5 times the current monthly support level.
2. Continuous working time is counted as the total time holding the titles of Neighborhood Protection, Part-time Commune Police, Team Leader, Deputy Team Leader of the Civil Defense Team and immediately transferred to the security and order protection force when implementing arrangement and consolidation, not counting the time that has been used as a basis for enjoying allowances according to other regulations before.
Clauses 1, 4, Article 13 and Point b, Clause 3, Article 17 of the Law on Forces participating in protecting security and order at the grassroots level No. 30/2023/QH15 stipulate as follows:
Article 13.Standards and conditions for participating in forces participating in protecting security and order at the grassroots level.
Vietnamese citizens who wish and have the following standards and conditions are considered and selected to participate in forces participating in protecting security and order at the grassroots level: 1.
From 18 years old to 70 years old; in cases of over 70 years old and ensuring health, the Chairman of the Commune-level People's Committee shall consider and decide based on the request of the Commune-level Police.
...4.Being permanently residing or temporarily residing for 1 year or more and regularly living in the place where citizens submit applications to participate in forces participating in protecting security and order at the grassroots level.
In cases specified in Clause 3, Article 15 of this Law, they must be permanently residing or temporarily residing in the place of application to participate in forces participating in protecting security and order at the grassroots level....

3.Cases of terminating participation in forces participating in security and order protection at the grassroots level, including: ...
b) Not ensuring health according to the certificate of the medical examination and treatment facility established and operating in accordance with the law.
