Prioritize ranking teachers' salaries highest
The Law on Teachers, effective from January 1, 2026, stipulates that teachers' salaries are prioritized to be ranked highest in the administrative and non-business salary scale system. This is considered the biggest change in the 2026 salary policy.

In addition to the basic salary, teachers also receive allowances according to the nature of the work and regional conditions.
Groups that enjoy higher salaries and allowances include: Preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions; teachers teaching in specialized schools; teachers implementing inclusive education; teachers in some specialized industries and professions...
Teachers' salaries in non-public educational institutions are implemented according to the provisions of labor law.
Increased allowances, additional benefits
The Ministry of Education and Training said that the salary ranking of teachers can only be fundamentally resolved when the Government issues a new salary policy and implements the rearrangement of the salary scale for teachers and other sectoral officials.
In the draft decree stipulating salary policies and allowances for teachers, the Ministry of Education and Training proposed a special salary coefficient for public preschool teachers of 1.25; general education teachers of 1.15; teachers teaching disabled, inclusive students, boarding schools with coefficients of 1.2-1.3.
With this specific coefficient, teachers' salaries are expected to increase by about 1 to over 3 million VND/month, achieving the highest target in the public administrative and non-business salary scale.
In addition to salary increases, teacher allowances will also increase from the current 35% to 70%, with teachers in difficult areas being 100%, and allowances for school staff being 30%, according to Resolution 71 of the Politburo on breakthroughs in education and training development.
Regarding the implementation roadmap, the Ministry of Education and Training is proposing to implement the promotion of professional preferential allowances according to a roadmap of two phases. Phase 1 (from 2026-2030), allowances for school staff are at 20%; increasing steadily by 15% for teachers of preschool and general education levels, increasing by 5% the preferential allowance level for teachers and lecturers of higher education institutions and vocational education institutions.
From 2031, the implementation of professional preferential allowances for preschool and general education teachers will be applied according to the provisions of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo, specifically as follows:
Preschool teachers and general education teachers working in areas with particularly difficult socio-economic conditions; teachers of specialized schools; schools, classes, centers for people with disabilities; centers to support integrated education development; university preparatory schools; Friendship School 80, Friendship School T78 and Viet Bac Highland High School are entitled to preferential allowances according to the profession at a rate of 100%.
Preschool teachers and general education teachers who are not among the above-mentioned subjects are entitled to professional preferential allowances at a rate of 70%.
Civil servants and employees belonging to the group of job positions of common professional titles; group of supporting and serving job positions; and group of job positions of specialized professional titles (except for teachers and lecturers) in public educational institutions are entitled to preferential allowances according to the profession at a rate of 30%.
