The Government issued Decree No. 282/2025/ND-CP regulating administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; prevention and control of domestic violence effective from December 15, 2025.
In particular, the Decree stipulates the penalty for violations of regulations on the organization and operation of forces participating in protecting security and order at the grassroots level.
Accordingly, the Decree stipulates a fine of VND 1,000,000 to VND 2,000,000 for impersonating forces participating in protecting security and order at the grassroots level.
Fines from VND 3,000,000 to VND 5,000,000 for acts of insulting, threatening, obstructing, or opposing forces participating in protecting security and order at the grassroots level while performing their duties.
Fines from VND 10,000,000 to VND 15,000,000 for the act of using forces participating in protecting security and order at the grassroots level contrary to the provisions of the Law on Forces Participating in protecting security and order at the grassroots level or committing acts that violate the law.
The Decree also stipulates the penalty for violations of regulations on management and use of uniforms, badges, badges, signs, and certificates of forces participating in protecting security and order at the grassroots level.
Accordingly, a fine of VND 500,000 to VND 1,000,000 shall be imposed for the act of illegally storing, using or illegally possessing uniforms, badges, badges, signs, and certificates of forces participating in protecting security and order at the grassroots level.
Fines from VND 3,000,000 to VND 5,000,000 for illegal purchase, sale, or pledge of uniforms, badges, badges, signs, and certificates of forces participating in protecting security and order at the grassroots level.
