Tired of demanding legitimate rights
According to the petition of dozens of cadres, employees and workers who have quit their jobs at Dung Quat College of Economics and Technology , and with the intervention of the Department of Labor, War Invalids and Social Affairs (DOLISA), Dung Quat College of Economics and Technology Company Limited signed a commitment to pay the salary and social insurance debt on November 29, 2023. However, after this commitment, the company did not fulfill its obligation to pay the social insurance, health insurance (HI), and unemployment insurance (UI) debt to the Quang Ngai Provincial Social Insurance, and also did not pay the salary to the employees as promised.
Faced with this situation, on May 7, 2024, a representative of the provincial Department of Labor, Invalids and Social Affairs worked with the company on salary payment to employees. The company representative signed a second commitment, dividing the payment into three installments: Installment 1: 30% of salary payment no later than May 20, 2024; Installment 2: 30% of salary payment no later than June 30, 2024; and Installment 3: 40% of salary payment no later than July 30, 2024. However, to date, the company owner has only paid 30% of salary, of which two cases have not been paid.
Speaking to Lao Dong Newspaper reporters, Mr. Nguyen Phuc Nhan - Chairman of the Quang Ngai Provincial Labor Federation said that based on the sixth petition of the labor collective regarding the fact that Dung Quat Economic - Technology College Company Limited (a unit that has not yet established a trade union organization) owes wages and social insurance, health insurance, and unemployment insurance for a long time, seriously affecting the rights and legitimate interests of the laborers, the Provincial Labor Federation has organized direct work to resolve the matter.
According to data from the provincial Social Insurance agency and payment documents provided by employees, as of July 31, 2024, Dung Quat College of Economics and Technology still owes over 1 billion VND in social insurance, health insurance, unemployment insurance, and occupational accident and disease insurance, including interest; and owes over 640 million VND to 20 employees.
Regarding the incident, the Department of Labor, Invalids and Social Affairs of Quang Ngai province has chaired and coordinated with relevant agencies to organize a meeting with the leaders of Dung Quat College of Economics and Technology Company Limited. Although the company has repeatedly committed to paying salaries, social insurance, health insurance, and unemployment insurance, up to now, the company has not seriously implemented the debt payment schedule as committed (only paying 30% of the salary debt).
Propose Department of Labor, Invalids and Social Affairs to handle
To ensure the legitimate rights and interests of employees and to resolve the case, the Provincial Labor Federation requests the Provincial Department of Labor, Invalids and Social Affairs to take measures to request Dung Quat Economic and Technology College Company Limited to promptly pay salaries and fully transfer the amount of social insurance, health insurance and unemployment insurance debt, not to let the petitions arise for a long time, affecting the social security situation.
Speaking to Lao Dong, Ms. Do Thi Kim Ty, residing in Le Hong Phong ward, Quang Ngai city, said: "Dozens of cadres, employees, and workers working at Dung Quat College of Economics and Technology for a long time have been owed wages and social insurance with a total amount of over 1.6 billion VND. Although the school has signed a commitment to pay 30% of the salary to teachers and workers before June 30, 2023, up to now, we have not received the full salary and insurance. Currently, the school still owes me nearly 52 million VND in wages and social insurance and health insurance."
Speaking to reporters, Mr. Nguyen Phuc Nhan affirmed: "The responsibility for paying salary arrears and social insurance for staff and employees at Dung Quat College of Economics and Technology belongs to Dung Quat College of Economics and Technology Company Limited, and the legal representative is Mr. Vo Dinh Cuong".
When contacted by reporters, Mr. Vo Dinh Cuong said he was in Ho Chi Minh City and promised to meet the reporter when he returned to Quang Ngai to clarify the incident.
