Accordingly, from January 1, 2026, the 2025 Law on Employment will supplement clear regulations on employment support policies for young people, especially young people who have completed their military service, police service, volunteers or young intellectuals.
Specifically, according to Article 12 of the 2025 Law on Employment, young workers in one of the following groups will enjoy employment support policies:
Receive vocational training support according to Government regulations in the following cases:
- Completing military service, service in the People's Public Security.
- Complete tasks in socio-economic development programs and projects.
- Young volunteer intellectuals after completing their tasks in the economic - defense zone.
- Can borrow capital to support job creation, maintenance, job expansion or borrow capital to work abroad under contracts under the Law on Employment.
- Receive support to establish a business and start a business in accordance with the provisions of law.
Previously, the 2013 Law on Employment did not have specific regulations on supporting young people to fulfill their military service, police service or young intellectuals to volunteer in accessing jobs or starting a business.
Although the old law mentioned support for job creation in general, it did not mention it in detail as in Article 12 of the new Law.
