According to the provisions of Clause 1, Article 70 of the Law on Social Insurance 2024 on one-time social insurance benefits as follows:
Subjects specified in Clause 1, Article 2 of the Law on Social Insurance 2024 (including business owners of business households with business registration) who have stopped participating in social insurance but have a request are entitled to receive one-time social insurance if they fall into one of the following cases:
Be old enough to receive a pension but have not paid social insurance for 15 years. In case the employee does not receive one-time social insurance, he/she can choose to receive monthly allowances according to the provisions of Article 23 of the Social Insurance Law 2024;
Go abroad to settle down; People suffering from one of the diseases of cancer, paralysis, decompensive cirrhosis, severe tuberculosis, AIDS;
People with a working capacity reduction of 81% or more; people with severe disabilities;
Employees who have paid social insurance before July 1, 2025, after 12 months are not subject to compulsory social insurance but also do not participate in voluntary social insurance and have paid social insurance for less than 20 years;
In the case of officers and professional soldiers of the People's Army; officers and non-commissioned officers of the People's Public Security; people working in secret service who receive salaries as for soldiers; non-commissioned officers and soldiers of the People's Army; non-commissioned officers and soldiers of the People's Public Security; military, police and secret service students studying are entitled to living expenses;
Permanent militia; when demobilized, discharged, or quit their jobs, they are not subject to compulsory social insurance but also do not participate in voluntary social insurance and are not eligible for pension.
Thus, from July 1, business owners who pay compulsory social insurance and have stopped participating in social insurance if they fall into one of the above cases and have a request can receive one-time social insurance.
