On June 12, the Vietnam General Confederation of Labor issued an official dispatch to the provincial and centrally-run city labor federations on guiding the implementation of a number of contents of Regulation No. 301-QD-TW.
Accordingly, regarding the organization of the provincial-level labor federation, the General Confederation of Labor said that it had issued Official Letter No. 4173/TLD-ToC dated May 28, 2025 on the arrangement of the organizational apparatus of the trade union organization according to Conclusion No. 157-KL/TW. However, according to the report, there are still some provinces and cities that have not established trade unions for industrial parks (specific boards).
The General Confederation of Labor requests that units, based on the number of union members and the situation of labor relations in the area, propose to provincial and municipal Party committees to pay attention to establishing provincial-level industrial park trade unions to guide and support grassroots trade unions in industrial parks, economic zones, export processing zones, and high-tech zones.
The General Confederation also guides units to develop a project to establish commune and ward trade unions (collectively referred to as commune trade unions), special-zone trade unions, in the direction of: Communes and wards with developed industry and services, many union members, with potential for socio-economic development, with 1,500 union members and 10 grassroots trade unions, and grassroots trade unions, establish commune trade unions.
For communes and wards that are not qualified to establish trade unions, it is possible to choose a commune or ward with many union members or many grassroots trade unions established in communes to manage union members, grassroots trade unions, grassroots trade unions of the commune or ward, and at the same time manage the number of union members, grassroots trade unions, and grassroots trade unions of neighboring communes and wards according to the direction of the provincial labor federation.
The second model is the provincial Labor Federation assigning cadres of the trade union working committee in charge of the areas of communes and wards with grassroots trade unions and grassroots trade unions to manage, direct trade union activities and develop union members, establish grassroots trade unions and grassroots trade unions in communes and wards.
In addition, the Vietnam General Confederation of Labor proposed to establish trade unions in 8 special zones with union members and grassroots trade unions, including: Co To Special Zone; Van Don Special Zone; Cat Hai Special Zone; Truong Sa Special Zone; Phu Quy Special Zone; Con Dao Special Zone; Phu Quoc Special Zone; Kien Hai Special Zone.
For the remaining special zones, it is recommended that the provincial labor federations send officials to monitor the area to grasp the situation of labor and employment; request the special zone Party Committee to assign a comrade Vice President of the Vietnam Fatherland Front of the special zone to be in charge of trade union work to carry out the task of developing union members. When eligible, a special zone trade union will be established.
Commune trade unions and special-zone trade unions are established by provincial-level labor federations, directed to operate according to the regulations of the Presidium of the Vietnam General Confederation of Labor.
The gathering subjects of commune trade unions and special-zone trade unions are union members and workers working at grassroots trade unions of units, organizations and enterprises that do not receive 100% of their salaries from the state budget; union members and workers who do not have labor relations in the same industry, same commune, ward or special-zone area. Commune trade unions and special-zone trade unions have legal status, have their own seals and accounts.
Commune and special-zone trade unions are arranged with a minimum of 3 positions and a maximum of 5 positions (including the Vice Chairman of the Fatherland Front at the commune level as chairman of the commune and special-zone trade unions); provincial-level labor federations report to the provincial and municipal Party Committees to consider and decide on the positioning of commune and special-zone trade unions.
The document also specifically guides the functions and tasks of the special departments of the provincial-level labor federations (Union working committees, trade union committees of industrial parks); tasks and powers of commune trade unions, special-zone trade unions; Executive Committee, standing committee, provincial-level trade union inspection committee; Executive Committee, commune trade union standing committee, special-zone trade union.
Still according to the official dispatch, the staffing of provincial-level labor federation agencies is implemented according to Regulation No. 301-QD/TW. Pursuant to Official Dispatch No. 4173/TLD- ToC dated May 28, 2025 of the Presidium of the General Confederation of Labor, units are requested to report to the Standing Committees of the Provincial and Municipal Party Committees to consider deciding on the number of employees of provincial-level labor federation agencies.
Finance, assets of commune trade unions, special-zone trade unions
According to the document, the operating expenses of commune-level trade unions and special-zone trade unions are guaranteed by provincial-level labor federations. Every year, based on assigned tasks, commune trade unions and special-zone trade unions prepare estimates and report to provincial labor federations for consideration and approval according to their authority to ensure compliance with the regulations of the Vietnam General Confederation of Labor.
