As reported by Lao Dong, on June 11, the Department of Investigation Police on Corruption, Economic Crimes, and Smuggling, Ministry of Public Security informed that it is investigating the case of "Violating accounting regulations causing serious consequences" occurring at Hoang Long Construction and Human Resources Investment Joint Stock Company (Hoang Long Company) and a number of related units, according to Decision to prosecute the case No. 28/QD-CSKT-P6 dated May 14.
Expanding the investigation of the case, the Department of Investigation Police on Corruption, Economic Crimes, and Smuggling (Ministry of Public Security's Investigation Police Agency) has organized an investigation to clarify the violations of Mr. Nguyen Ba Hoan - Deputy Minister of Labor, War Invalids and Social Affairs (Ministry of Labor, Invalids and Social Affairs).
Accordingly, Mr. Hoan directed the Department of Overseas Labor Management (Department of Labor Management) to issue regulations and require enterprises to have "sub-licenses" (in addition to legal regulations) when implementing labor export contracts, creating barriers, causing difficulties for enterprises; Forcing enterprises to meet and pay "grease" money to leaders of the Ministry of Labor, Invalids and Social Affairs and the Department of Labor Management.
The source of "grease" spending is due to businesses abusing their licensing, assigning the task of organizing people to work abroad, imposing and forcing workers to pay service fees exceeding the cost norms many times, appropriating workers' money.
Based on the investigation results, on June 3 and 10, the Investigation Police Agency of the Ministry of Public Security issued a Decision to supplement the Decision to prosecute the criminal case for the crime of "Receiving bribes";
At the same time, a Decision was issued to prosecute the accused, an Order for searching and applying preventive measures against Mr. Nguyen Ba Hoan - Deputy Minister of Labor, Invalids and Social Affairs; Tong Hai Nam - Director; Nguyen Gia Liem - former Deputy Director; Pham Viet Huong - Deputy Director of the Department of Administrative Procedure for the crime of "Receiving bribes", stipulated in Article 354 of the Penal Code.
In which, Pham Viet Huong was banned from leaving his place of residence and arrested to temporarily detain the remaining 3 defendants.
After the Supreme People's Procuracy (Department 3) approved, the Investigation Police Agency of the Ministry of Public Security executed the above Decisions and Orders in accordance with legal regulations. Currently, the Investigation Police Agency of the Ministry of Public Security is continuing to investigate and expand the case and apply measures according to the law to recover assets.
