In Tan Thuan Dong ward (District 7, Ho Chi Minh City) - where more than 60,000 workers are concentrated, the local government has boldly pioneered the application of WebGIS technology. This model not only helps improve administrative management efficiency but also becomes a practical "digital handbook", effectively supporting both cadres and tens of thousands of workers living in the area.
Special area management problems
In Tan Thuan Dong ward, about 15,000 workers are residing in 495 boarding houses and rental houses in the ward. The number of these rental houses has increased rapidly over time, putting great pressure on management.
Mr. Nguyen Minh Thien - Chairman of Tan Thuan Dong Ward People's Committee - District 7 - shared: "The management of boarding houses and tenants is always a big challenge. Access, collection, and storage of databases of boarding house businesses on licenses, fire rooms, fire prevention and fighting (PCCC) or data on previous tenants are still unscientific and delayed".
In addition, the frequent change of the area of the Regional Police (CSKV) along with the arrangement and establishment of new neighborhoods according to Resolution 11 also causes many difficulties, requiring flexibility and continuous updating in management work.
In order to proactively and effectively implement digital transformation and Resolution No. 98/2023 of the National Assembly, since the beginning of 2024, the People's Committee of Tan Thuan Dong Ward has proactively developed and deployed a model of applying WebGIS Technology in management and operation.
The WebGIS application is built with many outstanding features, contributing to creating a comprehensive management system: Including data on land plots, construction, dispute management, public land and especially new neighborhood management according to Resolution 11: supporting tax collection statistics, garbage transport service price collection; linking to District 7 Smart Urban Operations Center.
In particular, in the last 6 months of 2024, the Ward People's Committee continued to expand the model, adding more features for managing boarding houses and tenants on the website platform https://tanthuandongq7.com. The entire list of 495 boarding houses and about 15,000 tenants in the ward has been synchronized to the system.
Thanks to that, officers can easily access business owner information, phone number, scale (room number, floor number), business registration status, fire prevention and fighting conditions and list of tenants staying.
From digital handbook to powerful management tools
Ms. Huynh Thi Xuyen, an officer of the Vietnam Fatherland Front Committee (VFF) of Tan Thuan Dong ward, is one of the people who directly benefit from this model. Ms. Xuyen said: Previously, subordinates had to collect information about workers, but now, all data is available on the application. What leaders need, just go to the application to see the information, no need to go through subordinates anymore".
For the work of caring for and supporting people, especially workers, the WebGIS application has significantly reduced time and effort.
Not only supporting staff, the application is also a "digital handbook" for workers and immigrants. Mr. Tran Huu Quang, a worker working at a company in District 7, expressed his excitement: "If this application is accessed, everything will be much more convenient. We, just open our phone, go to the application and I can look up the addresses of the boarding houses, get basic information about the area where we are living".
Currently, District 7 has 3/10 wards implementing this model. In the coming time, Tan Thuan Dong Ward People's Committee will continue to improve the application, focus more on legality and security work to be able to announce and use officially and widely. The ward also plans to integrate more AI tools, chatbox and develop in-depth some of the most important contents such as construction land management and administrative maps.
