On July 3, 2025, the Minister of National Defense issued Circular 65/2025/TT-BQP amending the Circular of the Minister of National Defense on military age; issuance, management and use of Certificates and Cards; selection and recruitment of professional soldiers, workers and defense officials; conferment, promotion, demotion, appointment, dismissal, demolition and demobilization of non-commissioned officers and soldiers; forms, contents and service time of reserve soldiers.
Accordingly, in Clause 1, Article 5 of Circular 65/2025/TT-BQP amending and supplementing Points a, b and c, Clause 3, Article 4 of Circular 279/2017/TT-BTC, non-commissioned officers and soldiers are discharged from the army early when they meet one of the following conditions:
- The health assessment council from the department level and equivalent or higher or the competent medical assessment council concludes that it does not meet the health standards for military service as prescribed in Circular 105/2023/TT-BQP of the Minister of National Defense regulating health standards and health examinations for subjects under the management of the Ministry of National Defense.
- The People's Committee at the commune level confirms that a family in difficult circumstances is subject to temporary deferment of military service as prescribed in Point b, c, Clause 1, Article 41 of the Law on Military Service 2015, as follows:
+ Being the only worker who must directly raise relatives who are no longer able to work or have not reached working age; in a family with heavy losses in human life and property due to accidents, natural disasters, or dangerous epidemics, as confirmed by the People's Committee at the commune level;
+ A child of a war invalid or a person infected with Agent Orange has a working capacity reduction of 61% to 80%.
- The People's Committee at the commune level confirms that a family in difficult circumstances is exempted from military service as prescribed in Points a, b, c, Clause 2, Article 41 of the Law on Military Service 2015, as follows:
+ Children of martyrs, children of first-class war invalids;
+ A brother or a sister of a martyr;
A child of a second-class disabled soldier; a child of a sick soldier with a working capacity of 81% or more; a child of a person infected with Agent Orange with a working capacity of 81% or more.
