On March 23, according to the Ministry of National Defense's Information Portal, the Ministry of National Defense received a petition from voters of Lam Dong province sent by the Government Office under Official Dispatch No. 687/VPCP-QHDP.
Accordingly, voters of Lam Dong province recommended that people who are members of the Veterans Association who enlisted after 1975 in areas not on islands or borders should not enjoy the regime according to Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on the regime and policies for those participating in the war to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975 who have been demobilized, discharged, or quit their jobs, such as health insurance and funeral allowances.
Voters recommended that the Government direct ministries and branches to study, review, and consider policies to resolve these veterans.
Previously, the Ministry of National Defense received a petition from voters of Quang Ninh province, according to the provisions of Decision No. 62/2011/QD-TTg, soldiers who enlist after April 30, 1975, directly participating in the war to protect the Fatherland at the northern border in the border districts, including border island districts and neighboring areas where war has occurred during the period from February 1979 to December 31, 1988, who were demobilized or discharged before April 1, 2000, are not currently eligible for retirement, disability allowance, monthly sick leave, and will be considered for settlement of regimes and policies according to regulations.
According to voters in Quang Ninh province, many veterans participating in the war from 1986 to 1988 have not yet received the regime, due to lost documents and many other reasons.
Voters recommended that the Ministry of National Defense review regulations and practical subjects to report to the Government on solutions and instructions for these subjects to enjoy the regime and policies.

Responding to the above recommendations, the Ministry of National Defense said that according to the provisions of Decision No. 62/2011/QD-TTg and guiding documents on the implementation of regimes and policies for subjects participating in the war to protect the Fatherland, performing international missions in Cambodia, helping Laos after April 30, 1975 to be demobilized, discharged, or quit their jobs, the dossier to resolve the regimes and policies for subjects has been simplified in administrative procedures, ensuring strictness and convenience for the subjects.
In cases where there are no more documents, the Party Committee, the government and the Commune-level Policy Council will consider and determine the subjects and the time to calculate the regime on the basis of implementing democracy, publicizing and expanding the members to attend the review meeting of the Commune-level Policy Council.
For the monthly subsidy regime, the subject must have original documents or be considered original documents or related documents that meet the requirements to prove that the subject is correct, eligible for the regime and working time according to regulations.
The regulation of the subjects and conditions for enjoying the above regimes and policies has been carefully studied and considered by ministries and branches, and reported to the Government Party Committee to submit to the Politburo for approval, the Prime Minister to issue a Decision for implementation; ensuring compliance with the characteristics and nature of the war to protect the Fatherland and the socio-economic conditions of the country.
