Occupational safety culture is an "insurance net" to help businesses maintain stability

On June 18, the Vietnam General Confederation of Labour (VGCL) held a training session to implement the Project "Trade Unions promote building a culture of occupational safety in the workplace in the period 2025 - 2030".

The training is for central industry trade unions, corporation trade unions directly under the Vietnam General Confederation of Labor (VGCL), and at the same time, opinions are collected on the draft guidelines for implementing some contents of the project.

Sharing at the training session, Dr. Quan Hong Duc - Head of the Cultural Safety Advisory Board (The Liner Vietnam Consulting Services Co., Ltd.) said that businesses need to change their mindset, considering building a labor safety culture as a "transformation" process instead of "construction", because every organization already has a culture. "Safe culture is an "insurance net" to help businesses maintain long-term stability. The transformation process needs to be quantified by specific evaluation indicators and have a unified set of criteria to measure the level of commitment and develop a safe culture. "Only when they have a solid expertise can trade union officials convince businesses that investing in safety is not a cost, but investing in sustainable development," Mr. Quan Hong Duc emphasized.

According to Dr. Quan Hong Duc, there are 2 key reasons for the need for a safety culture in the current period. Safety achievements cannot be maintained if only by supervision (but by self-awareness); management/supervision levels cannot be present all the time; regulations do not create compliance by workers - culture creates compliance. Safety needs to become a part of the production operation system (along with quality); eliminate the risk of safety becoming a "side job", especially when the production context becomes more difficult; extended arms help increase operational efficiency instead of hindering operation.

To implement the project, the Vietnam General Confederation of Labor established a project implementation team at the central level. Develop a set of criteria to assess the level of occupational safety culture at the workplace. Select 6-12 enterprises (in terms of scale, number of workers, production and business lines, enterprise commitment to companionship...) to accompany trade unions in building occupational safety culture at the workplace.

3 Labor Federations of provinces and cities selected include: Quang Ninh, Khanh Hoa, Ho Chi Minh City and 3 central industry trade unions, corporation trade unions directly under the Vietnam General Confederation of Labor including: Vietnam Industry and Trade Union, Vietnam National Group of Industry - Energy Trade Union, Vietnam Electricity Trade Union.
