On June 16, the Ministry of National Defense issued Circular No. 74/2026/TT-BQP guiding the implementation of the base salary level for subjects receiving salaries or military rank allowances, and living expenses from the state budget in agencies and units under the Ministry of National Defense.
Applicable subjects include:
1. Officers, professional soldiers, defense workers, defense officials and defense civil servants.
2. People working in cryptography who are not soldiers, people's police; people working other jobs in cryptography organizations.
3. Non-commissioned officers, soldiers, and cipher students receive allowances or living expenses.
4. People working under labor contracts ranked according to Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and armed forces (hereinafter referred to as Decree No. 204/2004/ND-CP).
In the Circular, the Ministry of National Defense guides on how to calculate salaries, military rank allowances and allowances and subsidies for the above-mentioned subjects.

Salaries, allowances, and subsidies for officers, people receiving salaries of basic chemistry ranks, professional soldiers, people receiving salaries of basic chemistry technical professionals, national defense workers, non-commissioned officers, soldiers and basic chemistry students are specified in the Tables of Appendix I issued together with this Circular.
The allowances and subsidies are specified in specific amounts, kept unchanged according to current regulations.
This Circular takes effect from July 1, 2026; Circular No. 38/2024/TT-BQP dated July 15, 2024 of the Minister of National Defense guiding the implementation of the basic salary level for subjects who are receiving salaries or military rank allowances, living expenses from the state budget in agencies and units under the Ministry of National Defense expires from the date this Circular takes effect.
In case the legal documents stipulating references in this Circular are amended, supplemented or replaced, they shall be implemented according to the amended or supplemented document; the amended, supplemented or replaced document correspondingly.
