General Phan Van Giang - Member of the Politburo, Deputy Prime Minister, Minister of National Defense has just signed Circular No. 72/2026/TT-BQP promulgating the Working Regulations of the Ministry of National Defense.
This Circular takes effect from June 15, replacing Circular No. 88/2022/TT-BQP dated December 1, 2022 of the Minister of National Defense promulgating the Working Regulations of the Ministry of National Defense.
The new Working Regulations stipulate working principles; regime of responsibility; working relationships; scope, methods, processes of resolving work; work programs, activities and information and reporting regimes on the field of state management of the Ministry of National Defense.
The subjects of application include leaders of the Ministry of National Defense; General Staff, General Department of Politics; agencies and units directly under the Ministry of National Defense; commanders, officers, staff of agencies and units directly under the Ministry of National Defense and organizations and individuals with working relationships with the Ministry of National Defense.
The Regulation stipulates that all activities of the Ministry of National Defense must comply with the Constitution and laws of the Socialist Republic of Vietnam, ensure the leadership of the Party and implement the principle of democratic centralism.
The Ministry of National Defense only resolves tasks under its authority, and does not resolve contents under the authority of other ministries, branches, and localities, unless assigned tasks by competent authorities.
One of the notable points of the Regulation is the requirement in management and assignment of tasks to ensure "clear people, clear tasks, clear time, clear responsibilities, clear results, clear authority". One person or one agency or unit is assigned to perform many tasks, but each task is only assigned to one person or one agency or unit to take the main responsibility, agencies, units, and related individuals to coordinate in implementation.
The Regulation also emphasizes the exemplary role of commanders. Commanders of agencies and units must promote exemplary responsibility in performing their duties and responsibilities; take personal responsibility for the quality, progress and implementation time for tasks under management functions and assigned tasks.
Notably, the Ministry of National Defense requested to continue to promote administrative reform and digital transformation, especially handling work in the electronic environment; strengthen the organization of online meetings and conferences, and at the same time streamline at least 10% of the number of annual meetings and only organize meetings and conferences when really necessary.
