Consider payment of benefits
After Lao Dong Newspaper reported on the case of a group of school health workers in Tay Son district (Binh Dinh) who have been petitioning for benefits for more than ten years without success, Mr. Phan Chi Hung - Chairman of Tay Son district People's Committee - said that he had directed the district's Department of Education and Training to review and summarize all cases that have not received benefits, then report and propose to the district to resolve the matter.
"After the Department of Education and Training has a specific report, the district will consider paying the regime to the health workers. The expected time to receive the regime is from January 1, 2024," said Mr. Hung.
Speaking with Lao Dong, Mr. Vo Ngoc Khanh - Head of the Education and Training Division of Tay Son district - said that schools are urgently reviewing the payment of preferential allowances according to the profession for health workers according to Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government.
13 years without benefits is hard to understand
Regarding the payment of allowances for health workers, Mr. Dao Duc Tuan - Director of the Department of Education and Training of Binh Dinh province - said that since 2011, health workers in districts, towns, cities and the Department block have still enjoyed this allowance, only Tay Son district has not implemented it.
"The Department's Personnel Organization Department reported that 10 localities (districts, towns, cities) and the Department block still enjoy normal benefits, but for some reason, from 2011 until now, Tay Son district has not yet implemented it.
According to the principle when preparing the budget to submit to the Provincial People's Committee, I always estimate how much is for school health care, how much is the total annual allowance, each item is included in the budget," said Mr. Tuan.
Mr. Tuan also said that after Lao Dong Newspaper reported, the Department had sent a document requesting the People's Committees of localities to report on the implementation of preferential allowances according to occupation for health workers at educational institutions under the management authority of localities.
Accordingly, localities are directed to review the implementation of preferential allowances for health workers (according to Decree No. 56/2011/ND-CP; Joint Circular No. 02/2012/TTLT-BYT-BNV-BTC dated January 19, 2012 of the Ministry of Health, Ministry of Home Affairs and Ministry of Finance guiding the implementation of Decree No. 56/2011/ND-CP of the Government).
Report the results of the review of the implementation of preferential allowances for health workers to the Department of Education and Training before 5:00 p.m. on October 15, 2024 for synthesis and reporting to the People's Committee of Binh Dinh province.
13 years "outside" the regime
Sending a petition to Lao Dong Newspaper, the collective of medical staff in Tay Son district stated that according to Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government regulating preferential allowances according to profession for civil servants and public employees at public medical facilities, medical staff at schools are entitled to no more than 20% of the current salary scale and grade.
The level of preferential allowances according to profession will be considered and decided by the school principal. The source of funding for implementing the allowance regime is guaranteed by the state budget according to decentralization, the revenue of health facilities from career activities and other legal sources of funding.
The Decree was issued as a practical encouragement for civil servants and public employees at public health facilities nationwide. However, it is different for the collective of health workers in Tay Son district. Over the past 13 years, they have not once enjoyed this legitimate regime, despite having sent many complaints.
