Class consolidation still lacks teachers

The new school year 2024 - 2025 has started for more than a month. That is also the amount of time that schools in Dak Nong province have been trying to overcome the shortage of teachers.

For example, Mang Non Kindergarten in Dak N’rot Commune, Dak Mil District currently has 13 classes with 21 teachers. To ensure teaching, the school needs 4 more staffing quotas.

However, due to the lack of additional staff, the school had to recruit contract teachers according to the policy of the Dak Mil District People's Committee. However, according to Ms. Pham Thi Tam, Principal of Mang Non Kindergarten, recruitment was not easy.

Last school year (2023 - 2024), the Dak Mil District People's Committee decided to recruit 4 contract teachers. However, because the salary is too low, recruiting teachers is very difficult. In this situation, the principal also has to stand in class to teach.

Similarly, N’Trang Long Primary School in Quang Son Commune, Dak Glong District is also lacking teachers. The school has more than 1,300 students but only 40 teachers. Thus, according to the regulations of the 2018 General Education Program, the school is still short of 12 teachers.

Mr. Nguyen Xuan Trung, Principal of N'Trang Long Primary School, said that the number of students has been reduced to 31 classes but there is still a shortage of 7 teachers. To solve this situation, the school continues to reduce the number of classes, while encouraging teachers to teach more hours to ensure teaching tasks.

Request to add 1,545 positions

Mr. Phan Thanh Hai, Director of the Department of Education and Training of Dak Nong province, said that the shortage of teachers has been going on for many years. However, this situation has not been completely resolved yet.

In fact, the number of students in Dak Nong is increasing every year. However, on the contrary, despite the shortage of teachers, the education sector still has to reduce its staff by 10% according to regulations.

To resolve the shortage of teachers, the People's Committee of Dak Nong province has just reported to the Central Government to consider and resolve staffing problems for the education sector in the province.

According to the People's Committee of Dak Nong province, in 2024, the Central Organizing Committee will assign 12,623 positions for civil servants receiving salaries from the State budget (a reduction of 323 positions compared to the number assigned in 2023); at the same time, add 316 positions for teachers in public preschool and general education.

Thus, the difference between the proposed reduction and the additional number is 7 positions. To carry out the streamlining of the staff in 2024, the Dak Nong Provincial People's Committee has used the number of 316 additional assigned teacher positions and 7 positions at a number of public service units to carry out the staff reduction in 2024.

Therefore, up to now, public education units in the province have not been assigned additional staff.

Dak Nong Provincial People's Committee requested the Ministry of Home Affairs to consider advising competent authorities to assign an additional 1,545 teacher positions. Specifically, preschool level (306), primary level (699), secondary level (293), high school level (247).

The above proposal is based on Circular No. 19/2023 and Circular No. 20/2023 of the Ministry of Education and Training; based on the number of classes and students expected to increase in 2024 - 2025 and the difficulties the province is facing due to the lack of teachers.
