
According to the Ministry of Science and Technology, in September, the Ministry of Science and Technology issued many important documents, including Official Dispatch No. 16/CD-BKHCN (September 22, 2025) on responding to super typhoon Ragasa; Plan to organize Vietnam International Digital Week 2025 (Decision 2823/QD-BKHCN); List of statistical targets for intellectual property management (Decision 2653/QD-BKHCN).
Many outstanding events were successfully organized such as: 7th National Innovation Startup Forum in Quang Ninh; Conference to disseminate the results of the Global Innovation Index (GII) 2025.
According to the WIPO report, Vietnam is ranked 44/139 nationally, in the group of 9 middle-income countries with the fastest improvement in ranking since 2013. Vietnam is also among the 3 countries with the fastest labor productivity growth rate in the period of 2014-2024. Notably, on September 16, 2025, VNPT won the auction of the B1-B1 frequency block for VND1,995.613 billion, becoming the second network operator after Viettel to own 700 MHz band for 4G, 5G.
Regarding key tasks in October, the Ministry of Science and Technology said that the Ministry will focus on receiving and explaining the opinions of the National Assembly Standing Committee, completing 4 draft Laws: Law amending the Law on High Technology; Law amending and supplementing a number of articles of the Law on Technology Transfer; Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on Digital Transformation to ensure progress to submit to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly. At the same time, the Ministry of Science and Technology is developing and submitting to the Government to submit to the National Assembly the draft Law on Artificial Intelligence.

The Ministry of Science and Technology will speed up the development and completion of decrees guiding the implementation of 4 laws that have just been passed by the National Assembly at the 9th Session, and at the same time complete the draft Decree amending Decree No. 73/2019/ND-CP and Decree No. 82/2024/ND-CP related to investment management in information technology applications using state budget capital.
The Ministry also focuses on developing a number of major projects such as: National Digital Architecture framework to ensure connection and connectivity between agencies from the central to local levels; Decision to amend and supplement the National Post Office in accordance with the arrangement of administrative units; and Project to form large-scale domestic strategic technology enterprises to develop digital infrastructure, digital data, digital human resources, strategic digital technology, associated with network safety and security.
