Attending the Congress were Politburo member and Prime Minister Pham Minh Chinh; Party Central Committee member and Deputy Prime Minister Nguyen Chi Dung.
The Congress took place in the context of the country achieving many achievements after 40 years of renovation, in the last 2 years of the 13th National Congress, the Party made historic renovation decisions, marking an important turning point into a new era of development - the era of the Vietnamese nation's rise.
In that context, the development of science and technology, innovation and national digital transformation are identified as the top important breakthroughs. This is also the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, promote socio-economic development, prevent the risk of falling behind and enhance the country's position in the international arena.
With the motto of action "Solidarity - Discipline - Breakthrough - Creativity - Development", for the 2025-2030 term, the Party Committee of the Ministry of Science and Technology strives to build a clean and strong Party Committee, determined to perform well the assigned tasks, contributing to the completion of the country's development goals by 2030, with a vision to 2045.
From March 1, 2025, the Party Committee of the Ministry of Science and Technology was established on the basis of merging the Party Committee of the Ministry of Science and Technology and the Party Committee of the Ministry of Information and Communications. Inheriting and promoting the achieved achievements, the Party Committee of the Ministry of Science and Technology for the 2020 - 2025 term clearly demonstrated its core political role, comprehensively leading all aspects of the Ministry's work. Many resolutions and action programs have been issued, creating breakthroughs in thinking and leadership methods, promoting institutional reform, and expanding new development space.
The Party Committee of the Ministry of Science and Technology closely follows the Party's guidelines and policies, the Resolution of the 13th National Congress, central documents, leads, directs, and implements synchronously and effectively, proactively and resolutely implements institutional reform, creating favorable conditions for science and technology, innovation and digital transformation to promote efficiency.
The Party Committee of the Ministry of Science and Technology has completed 3 targets set out in the 10-year Socio-Economic Development Strategy 2021-2030 such as: The proportion of the digital economy in GDP in 2025 is estimated at 19-20%; Vietnam's Global Innovation Index maintains a stable position at 44/193 countries; the contribution of total factor productivity (TFP) has an estimated growth rate in the period of 2021-2024 of 46.2% (up from the period of 2016-2020 of 45.4%).
The 1st Congress is an important occasion to summarize and evaluate the leadership results of the past term, while identifying the goals, directions, tasks and solutions for the 2025-2030 period. Thereby, affirming the determination to make science, technology, innovation and digital transformation the main driving force for the rapid and sustainable development of the country.
