On September 8, the Center for Digital Transformation and Information Technology (Department of Science and Technology of Quang Tri) held a workshop on "Enhancing access to information through digital transformation in sustainable management of natural resources and environmental protection" and shared experiences in implementing the Law on Information Access in the context of digital transformation.
The workshop was attended by representatives of the Provincial People's Committee, the Provincial Vietnam Fatherland Front Committee, departments, branches, sectors, and organizations; leaders of 78 communes and wards, along with representatives of sponsor stichting Oxfam NOVIB, experts, consulting organizations and the Center for Highland Resource Governance Research (CEGORN). The event attracted more than 130 delegates.
The project "Enhancing Information Access Through Digital Transformation" was approved by the Provincial People's Committee under Decision 3294/QD-UBND dated November 25, 2024, implemented from December 2024 to October 2026, with a total cost of more than 160,000 EUR (4.24 billion VND) from stichting Oxfam NOVIB's non-refundable aid source. The project is concentrated in the two communes of Bo Trach and Phong Nha and expanded the digitalization scale in 78 communes and wards in the province.

4 key groups of activities include: building the Information Access section on the electronic information portal/page; improving capacity for staff and communities; developing community digital technology teams; research, documentation and policy proposals.
In the program, many presentations were presented such as: sharing the implementation of the Law on Information Access in Vietnam, implementation experience in Quang Tri; updated on Decree 42/2022/ND-CP and practical application; role of the Law on Information Access in resource - environmental management; experience in interacting with authorities and people in the digital environment. Delegates also discussed and contributed opinions to perfect the project implementation solution.
Digital transformation associated with the community
It is expected that after completion, the electronic information portal system of 78 commune-level units will be standardized, connected, and supported for cadres, people, and businesses to easily look up documents and information about natural resources and the environment.
At the same time, the project contributes to improving management capacity, creating conditions for vulnerable groups such as women, ethnic minorities, and people with disabilities to access better information, participate in environmental monitoring and protection.

The project is a concrete step in the strategy of building a digital government of Quang Tri, demonstrating the commitment to implementing the Party and State's policy on digital transformation associated with sustainable development.
Speaking at the workshop, Mr. Nguyen Xuan Ngoc - Deputy Director of the Department of Science and Technology of Quang Tri province emphasized that resource management and environmental protection are always one of the three pillars of sustainable development.
Although Quang Tri has great potential for forests, land, minerals and renewable energy, management work still faces many limitations due to lack of human resources, weak infrastructure and uneven community awareness. In that context, promoting digital transformation associated with the implementation of the Law on Information Access is considered a key solution to make information transparent, promote the participation of people and the community in governance.
Mr. Ngoc affirmed that the project "Enhancing information access through digital transformation in sustainable management of natural resources and environmental protection" is a concrete and practical step to standardize the information system, improve the capacity of cadres and the community, and at the same time create a foundation to replicate good models, contributing to realizing the goal of building a digital government associated with sustainable development in Quang Tri.
