According to the roadmap of Circular 08/2026/TT-BKHCN, subscribers who are being temporarily suspended from one-way services but have not completed confirmation or verification will continue to be two-way locked from August 15.
Unlike the one-way lock phase, when users can still receive calls and SMS messages, two-way locking will prevent subscribers from making and receiving calls and messages.
Not waiting until close to the deadline to implement

Network operators recommend that people should proactively implement it early instead of waiting until the last days, because the number of people coming to transaction points may increase, leading to longer waiting times.
Review even the least used SIMs
In addition to daily phone numbers, people should also check sub-SIMs or phone numbers that are rarely used but still maintained.
These may be SIMs used for tablets, WiFi routers, surveillance cameras or phone numbers registered many years ago but have not completed termination procedures.
If you still need to use it, users should complete the confirmation according to regulations. Conversely, if you no longer use it, you should proactively contact the telecommunications company for instructions on how to handle it.

For the elderly, people who do not use smartphones or have difficulty in verifying, the Telecommunications Authority (Ministry of Science and Technology) said that telecommunications businesses are still maintaining many forms of support.
In addition to transaction points, businesses also coordinate with local authorities, commune and ward-level police forces and grassroots organizations to guide people to complete verification.

In the remaining time before August 15th, users should regularly follow messages or notifications from telecommunications businesses.
