According to the assessment of the Ministry of Science and Technology, in the context of the Fourth Industrial Revolution, AI has become an important technology platform, deeply impacting socio-economic development, defense, security and national governance. Many countries have identified AI as a strategic area, focusing investment to improve competitiveness.
In Vietnam, AI is identified as one of the key tasks in major policies and orientations on science, technology and digital transformation development. However, the development capacity of AI still has limitations, especially the dispersion of expert resources and the lack of effective connection mechanisms.
Reality shows that Vietnam is not lacking in human potential and ideas, but is lacking an effective mechanism to connect, mobilize and promote knowledge resources in a systematic way, thereby improving the capacity for AI research, development and application nationwide.
Meanwhile, international experience shows that many countries have successfully deployed network models in AI development, notably: The Alan Turing Institute model (UK), ELISE model of the European Union or national programs coordinated by the Singapore National Research Foundation...
On that basis, the Ministry of Science and Technology reported to the Standing Committee of Steering Committee 57 on the draft Project "Establishing and developing a global network of Vietnamese artificial intelligence (AI) experts".
The project focuses on building a model to connect and mobilize expert resources at home and abroad to directly serve science, technology and innovation activities in the field of AI.
The content of the Project is implemented in the direction of integrating research, training and application on 5 main pillars: Forming and operating the Global Vietnam AI Expert Network; implementing key action programs to improve research, development and innovation capacity in the field of AI; organizing activities to connect, integrate and spread knowledge through the Global Vietnam AI Forum held annually; building and operating the digital platform of the Network; establishing appropriate organizational and operational mechanisms.
The Ministry of Science and Technology proposed to be assigned to preside over and coordinate with ministries, branches, localities and relevant agencies to organize the implementation of the Project; and at the same time act as the focal point for coordinating the activities of the Network, ensuring linkage with national-level artificial intelligence development programs and tasks.
The project aims to form a national-scale AI knowledge connection ecosystem, contributing to improving the quality of research and technology development, promoting the formation of AI products with practical value and gradually improving national technological capacity in the field of AI.
