On April 15, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung - Chairman of the Central Emulation and Commendation Council chaired the first meeting, term 2026-2031 of the Council.
Concluding the meeting, the Prime Minister agreed and assigned the Ministry of Home Affairs - the standing agency of the Council - to complete the Plan to organize the implementation of the Emulation Movement "The whole country joins hands to develop socio-economy for the goal of sustainable double-digit growth in the period 2026-2030".
The Prime Minister requested that efficiency be taken as a measure. The core emulation goal is to complete 100% of specific tasks in the action program of each ministry, sector, and locality such as institutions, administrative reform, and digital transformation.
The emulation movement must be associated with output results with clear quantification and substantive effectiveness instead of formality.

Regarding key contents, the Prime Minister said that in order for the emulation movement to create a breakthrough, it is necessary to unify awareness, thinking and action throughout the political system.
The emulation task must arouse the belief and active participation of the business community as well as all classes of people.
The Prime Minister assigned the Ministry of Home Affairs to review existing movements to avoid duplication in content and names. There needs to be a comprehensive, concise, and highly representative emulation program to focus resources on achieving growth goals.
The Prime Minister directed that the emulation movement focuses on developing science and technology, innovation, increasing productivity and competitiveness of the economy.
This year is identified as a year towards grassroots levels, it is necessary to focus on improving the quality and efficiency of the operation of the local government apparatus at 2 levels, especially at the commune and ward levels.
Focusing on removing institutional bottlenecks, especially land projects, the Prime Minister said that in the near future the Government will submit to the National Assembly to supplement the Resolution to unlock this resource.
Stating the spirit of practicing thrift and combating wastefulness, the Prime Minister said that right from the beginning of the term, the goal of saving at least 10% of regular expenditures has been implemented, aiming to cut another 5-10%.
If 20% is saved, the budget will have about 360,000 billion VND more for national priorities; focus on cutting non-essential costs, minimizing costs of procurement, conferences, seminars and business trips.
The emulation movement also set out tasks and solutions for saving electricity and gasoline nationwide with specific quantitative targets for each ministry, sector, and locality.
Directing the organization of emulation movements towards grassroots levels, the Prime Minister requested to strengthen administrative reform, continue to cut business conditions and administrative procedures to reduce costs for people and businesses.
The emulation movement must be substantive, aiming at those who directly work at the grassroots level to discover, honor and replicate advanced examples.
Emphasizing the role and responsibility of Ministers, Heads of sectors, Provincial Party Secretaries and Standing Committees at all levels..., the Prime Minister clearly stated that the head must be directly responsible for handling backlogs and bottlenecks in their localities and units under their management.
Regarding the implementation time, the Prime Minister said that the emulation movement will be implemented throughout the term, with preliminary and periodic summaries.
